Partner Engineering and Science, Inc. (Partner), on behalf of Prime Storage Shetland, LLC (our
client), is notifying you of a 72-hour release notification for 32 Pingree Street, Salem,
Massachusetts to the Massachusetts Department of Environmental Protection (MassDEP). A copy
of the Release Notification Form for this condition is enclosed.
Partner collected indoor air and sub-slab soil gas samples in the basement and first floor at 32
Pingree Street on April 29 and 30, 2024. These samples were collected to further evaluate indoor
air and soil gas conditions following the collection of samples in December 2021. These activities
are part of response actions due to the detection of chlorinated volatile organic compounds
(CVOCs), including trichloroethene (TCE), tetrachloroethene (PCE), and cis-1,2-dichloroethene
(DCE) in groundwater and indoor air at the Prime Storage Shetland Park, Building 4 facility located
at 45-49 Congress Street, Salem, Massachusetts (Shetland Park). A discussion of the locations and
analytical results is provided below by media.
Sub-Slab Soil Gas
Sample SG-305 was collected in the historical basement stairwell landing location. PCE was
detected at 6.63 micrograms per cubic meter (pg/m3) below the MassDEP Residential Soil Gas
Screening Value of 98 ug/m3.
Indoor Air Analytical Results
TCE was detected in indoor air in the basement at a concentration of 1.65 pg/m3, above the
MassDEP Residential Threshold Value of 0.4 pg/m3. PCE was also detected but below the MassDEP
Residential Threshold Value. 1,2-dichloroethane was detected above the MassDEP Residential
Threshold Value but this compound is typically associated with building materials and not

attributable to Shetland Park. No other CVOCs were detected in indoor air from the basement or
first floor above laboratory reporting limits.
Conclusions
Since TCE was detected in indoor air above the MassDEP Indoor Air Threshold Values, Partner was
required to notify MassDEP of this condition. The detection of these compounds above threshold
values represents a Condition of Significant Release Migration (SRM) and required a 72-hour
release notification pursuant to the Massachusetts Contingency Plan (MCP) (310 CMR
40.0313(4)(f)).
Partner verbally notified the MassDEP on May 10, 2024 of the 72-hour reportable condition.
At this time, no unacceptable health risk was identified in the basement of the building. Partner
is requesting access to the basement space to evaluate the condition of the floor and decide if
further actions are needed.
Pursuant to 310 CMR 40.1403(9) of the MCP, local officials in a community in which a disposal
site is located or in any other communities which are, or are likely to be, affected by a disposal
site may request an opportunity for Public Involvement Activities. Such requests shall be made
in writing to myself as the person conducting the response actions and copied concurrently to
MassDEP.
