Dear Mr. Greenbaum:
On behalf of our client, Prolerized New England Company, LLC (PNE), a Potentially Responsible Party for the
referenced Disposal Sites, and in accordance with the requirements of the Massachusetts Contingency Plan
(MCP) (310 CMR 40.1403 (3) (e)), we are providing notification that we are submitting a Phase I —Initial Site
Investigation (Phase 1) report and Tier Classification to the Massachusetts Department of Environmental
Protection (DEP) in relation to the referenced property on or about July 18, 2024. The Phase I report and Tier
Classification will be available for review at the DEP Northeast Regional Office in Wilmington, Massachusetts
by appointment. Electronic versions of the document will also be available on the DEP Searchable Waste Site
List which can be accessed from the DEP web Site:

The findings and conclusions of the Phase I report and Tier Classification are as follows:
This Phase I Report has been prepared in conformance with the requirements of 310 CMR 40.0480 to
summarize assessment activities performed to evaluate the release identified by RTNs 3-38210 and 3-38273.
The testing conducted to date has identified the presence of EPH, SVOCs, metals, PCBs, and ACM in debris
mixed with subsurface soils, and non-native material,is present at the ground surface in portions of the Site.
Based on the results of sampling conducted to date, and an 1HE conducted in late 2023, an IRA is not
required and a condition of SRM does not exist in relation to the disposal site. Both the need to conduct an
IRA and evaluation for a condition of SRM will be conducted as additional information is developed for the
disposal site during future testing.
Based on a comparison of the conditions at the Disposal Site to the MCP Tier I Criteria set forth in 310 CMR
40.0520(2), the Site is classified as Tier 11. The MCP provides the opportunity to request additional Public
Involvement Activities under 310 CMR 40.1403(9) and 310 CMR 40.1404. Please contact the undersigned if

A release of oil and/or hazardous materials has occurred at this location, which is a
disposal site as defined by M.G.L. c. 21E, § 2 and the Massachusetts Contingency Plan,
310 CMR 40.0000. To evaluate the release, a Phase I Initial Site Investigation was
performed pursuant to 310 CMR 40.0480. As a result of this investigation, the site has
been classified as Tier II pursuant to 310 CMR 40.0500. On July 18, 2024, Prolerized
New England Company, LLC filed a Phase I — Initial Site Investigation and Tier II
Classification Submittal with the Department of Environmental Protection (Mass DEP). To
