(CHCI) completed subsurface investigation activities at AL Prime’s property situated at 1115 Worcester Road in Framingham, MA. The purpose of the investigation was to characterize soil being removed to allow for installation of the stormwater infiltration system, as part of ongoing site redevelopment activities. The materials encountered during test pit excavation activities included granular backfill with a small amount of native fine silty sand. No evidence of oil and/or hazardous material (OHM) impact was observed. Given the nature of materials encountered, field sampling methodology and laboratory analytical testing were completed in consideration of the Massachusetts Department of Environmental Protection (MassDEP) Similar Soils Provision Guidance Policy WSC-13-500, the Massachusetts Contingency Plan (310 CMR 40.0000), and CHCI’s knowledge of the environmental case history for the properties situated at 1115 Worcester Road, Framingham and 342 Highland Avenue, Salem. Soil samples identified as SC-5, SC-6, and SC-7 were analyzed by Pace Analytical Services for petroleum hydrocarbons and metals using MassDEP-approved methods. The laboratory analytical results are summarized in the attached data table and the complete analytical data reports are also attached. The data table shows that the characterized material at 1115 Worcester Road property is not Contaminated, as defined by 310 CMR 40.0000, and contains levels of naturally occurring metals and other compounds that are lower than those levels remaining at the 342 Highland Avenue 2 property. I’ve highlighted the two columns in the data table that compare concentrations detected in Framingham property source material to Salem property existing conditions. In summary, this evaluation demonstrates that the characterized source material situated at 1115 Worcester Road in Framingham, MA is environmentally suitable for reuse at the 342 Highland Avenue property in Salem without notice to or approval from MassDEP. Brian Moore is copied on this email. Brian is the Licensed Site Professional (LSP) of record for the 1115 Worcester Road property, and is also familiar with the historical environmental conditions of record at the 342 Highland Avenue property.
