The petition of UNIT A PROPERTIES LLC D/B/A TOTAL PRAISE SERVICES LLC at 86 HIGHLAND
AVENUE (Map 14, Lot 0148) (113 Zoning District and.Entry Corridor Overlay District) for a Special
Permit per Section 3.3.2 Nonconforming Uses of the Salem Zoning Ordinance to change from an
existing nonconforming use as a physician's and business office to a nonconforming business
office.The proposed office would park six(6) passenger vans overnight at the rear of the property
to transport passengers with disabilities to and from medical and personal appointments.
On June 18, 2025, the following members of the Salem Zoning Board of Appeals were present:
Nina Vyedin, Hannah Osthoff, Christa McGaha, Stephen Larrick, and Ellen Simpson. Peter Habib
was absent.
Statements of Fact:
The petition was date-stamped April 24, 2025.The petitioner requested to withdraw the petition
to change from a physician's and business office to a business office.
1. Spencer& Steamboat, LLC owned 183 North Street.
2. The petitioner was Unit A Properties LLC d/b/a Total Praise Services LLC. The
representative was Attorney William Quinn.
3. 86 Highland Avenue is in the R3 Zoning and the Entrance Corridor Overlay District(ECOD)
(Map 14, Lot 0148).
4. On June 18, 2025, Mr. Quinn explained that he represents a customer who runs medical
services for Medicaid agreements and entered an agreement to purchase the property at
86 Highland Avenue. Mr.Quinn stated the client requested to withdraw without prejudice
because various conditions of the agreement never closed.
5. Chair Vyedin opened up the hearing for public comments.
6. The City received zero (0) public comments on the proposal before the public hearing. At
the June 18, 2025 public hearing zero (0) members of the public commented on the
petition.
7. Ms. Simpson motioned to withdraw the petition without prejudice.
Based on the above statements of fact, the Salem Zoning Board of Appeals voted five (5) in
favor, (Nina Vyedin (Chair), Hannah Osthoff, Christa McGaha, Stephen Larrick, and Ellen

Appeal from this decision, if any, shall be made pursuant to Section 17 of the Massachusetts
