Observations:The occupant informed the inspector that she was having issues with cigarette smoke from other dwelling
units on the property infiltrating her dwelling unit. The inspector informed her the Salem Board of Health has no authority
to stop people from smoking in their homes and that she will need to request the owners of the property to enforce the
property's no smoking policy. The inspector also informed the occupant she has the legal right to seek a resolution to this
matter in either housing or district court.
