I'm sure we'll have the chance to talk in person soon! We received an application requesting to construct a single-family home on a lot at 4 Valley Street (please see the attached plot plan and statement of hardship). 4 Valley Street is merged under common law with 6 Valley Street. However, it is assessed as two separate lots by the City of Salem. The two lots have been owned by the same family/estate since 1980. The single-family residence would require a variance from the Zoning Board of Appeals for both inadequate lot frontage (50 feet provided where 100 feet is required) and inadequate lot area per dwelling unit (6,497 square feet provided where 15,000 is required). We were wondering if this petition requires Form A (ANR endorsement) from the Planning Board should the Zoning Board of Appeals approve the variances.
