Dear Thad:
Bobrek Engineering&Construction, LLC(BEC)is pleased to present the following Proposal for the proposed
project at the property referenced above.Our services include a Civil Engineering summary letter for Zoning
Board of Appeals to support a change in use at the above-mentioned property.
Below, please find the Project understanding, as well as BEC's proposed scope of services, schedule and
fee for the Project.
PROJECT UNDERSTANDING
The project is located at 207 Highland Avenue which consists of an existing commercial building and paved
parking lot. The Owner(or buyer) proposes to permit a use change through the zoning board and requires
a civil engineering letter outlining the current site conditions and proposed stormwater mitigation
measures that may be required. BEC will complete the civil engineering letter and provide permitting
assistance with the City of Salem. Below is a detailed description of our services.
SCOPE OF SERVICES
Following are the proposed tasks associated with the Project:
Task 1.1—Engineering Letter
BEC will utilize your provided existing conditions files and architectural drawings provided by SV Design,to
develop a project summary letter as requested for review and approval of the property permitting for the
City of Salem Zoning Board.This letter will include the following information:
- General description of existing conditions and stormwater flow patterns
- Brief outline of potential drainage design &compliance with local/state regulations
BEC assumes your attorney will develop the permit submittal to the Salem Zoning Board of Appeals. We
have assumed one round of minor updates to the letter as a part of this task. Any additional change
requests will be completed under a separate budget increase proposal.
Task 1.2—Meetings (if necessary)

Bobrek Engineering&Construction will attend meetings as directed by you. Meetings may include project
team meetings and/or meetings with other stakeholders as requested by the City. This task also includes
meetings and coordination with the Engineering and Public Works Departments and other stakeholders.
For budgetary purposes we have assumed a total of two meetings during this phase of the project to be
attended by appropriate staff.
BUDGET:
BEC proposes to perform the work described within this proposal on a Time & Material Basis, invoiced
monthly based upon the work completed. The budget will not be exceeded without prior written
authorization by the client. Monthly invoices include a summary of services provided during the invoicing
period. The fee for these services as follows:

SCHEDULE:

Bobrek Engineering & Construction will begin work upon the receipt of the executed contract and will a
complete the required scope within 2 weeks.
EXCLUSIONS:
Bobrek Engineering and Construction has not included the following services in the scope of work and
budget;we can provide these additional services at your request under a contract amendment:
1. Survey;
2. Stormwater design or evaluation;
3. Planning Board & Conservation Permitting
4. Utility design or evaluation;
5. One round of updating is included in our budget for each phase of work; redesigns are additional work;
6. Permit Application; filing fees, advertising costs, and compensation fees associated with permit
submittals and agency requests;
7. Traffic Engineering
8. Environmental Soil Assessments and Testing; landscape design; retaining walls
9. Comprehensive archeological, ecological, wildlife, or habitat evaluations;
10. Subcontractors, fees, and project costs will be invoiced at a standard markup of 10%, if necessary;
11. Construction layout or as-built surveys and certifications;
12. Construction land surveying/property line staking services.
13. Design of pump or booster stations; and
14. Design of dewatering systems.
BEC assumes the property owner will allow BEC or its designee to enter private properties for the purpose
of conducting field investigations outlined in the scope of services.

PROJECT TERMS
Bobrek Engineering & Construction, LLC standard Terms and Conditions are attached to this proposal for
execution. A retainer of 30%and executed T&C, and proposal are required for BEC to initiate work on this
project.
