207 Highland Avenue Drainage Letter Engineering&construction Bobrek Engineering& Construction, LLC ZOSREK PO Box 2185, Danvers, MA 01923 978.406.9619 - www.gobobrek.com February 12, 2025 Robyn Lee Staff Planner 98 Washington Street, 2nd Floor Salem, MA 01970 Subject: 207 Highland Avenue ZBA Engineering Letter 207 Highland Ave, Salem, MA Dear Ms. Lee, On behalf of the prospective buyer of 207 Highland Avenue, Bobrek Engineering& Construction, LLC (BEC) has been hired to prepare a civil engineering letter to outline existing conditions of the site, proposed improvements, and intended compliance with all applicable local and State stormwater regulations in support of the change in use application to the Zoning Board of Appeals (ZBA). A description of each of these topics is outlined below. Existing Conditions The property located at 207 Highland Avenue in Salem, MA comprises approximately 149,314 SF including an approximate 34,000 SF building and associated paved parking areas. The existing structure includes a large vacant space, approximately 12,000 SF, in the front portion of the building which formerly was a Chevrolet dealership;and also a dialysis business in the rear portion of the building. The building is centrally located on the property and is surrounded by paved parking areas and minimal landscaping. There are two driveways that service the property, both of which enter the site via Highland Avenue, Route 107, a MassDOT State Highway. There is also pedestrian access from the rear of the property to abutting commercial developments. Existing stormwater from the site generally flows overland from southeast to northwest into Highland Avenue. A small landscape area along the Northeast property line flows towards First Street, where a portion will flow to Highland Ave while the remainder would flow towards existing catch basins on First Street located near the Eastern property corner. The site is constrained by its geometry as it is positioned on a hill pinched between the State Highway Layout and other abutting commercial properties. Additionally, soils are mapped as Urban Land (602) with abutting soils identified as Chatfield-Hollis Rock Outcrop; which is confirmed by the s presence of saprolite in the area. Proposed Improvements The proposed project will include various building improvements and additions, as shown on the schematic architectural plans included with the ZBA submittal. To summarize the development, the front portion of the building will be converted to a specialty grocery store which includes the infill beneath an existing roof canopy, while the rear portion of the building will be remodeled to maintain the existing dialysis business as well as accommodate the implementation of a 10,000 SF adult day care. In addition to the building renovations, the site will be repaved and updated parking striping will be provided. Stormwater Management The property is primarily impervious with small portions of landscaping around the perimeter of the site. As discussed above, the project includes interior renovations, along with multiple additions and resurfacing of the existing parking area. At this time the exact Stormwater design approach has yet to be determined however, the project will be designed in such a way to maintain existing flow paths to the maximum extent practicable and not increase runoff to any abutting properties. All site design measures will be performed in such a way to comply with all applicable local and state stormwater management regulations. Conclusion In summary, the proposed project is not anticipated to have an adverse impact to the project site or abutting properties.
