Re: 207 Highland Avenue ZBA-25-3
To the Historical Commission:
SV Design LLC are the architects designing the additions to and renovations of the above
referenced property. We understand that City records indicate that the building on the site was
constructed around 1970 and is therefore about 54 years old.
I understand the following questions need to be answered to assure the Commission that the
project, as filed with the Salem Board of Appeals, does not qualify as a demolition per the Demolition
Delay Ordinance definition, with my answers in BOLD CAPS:
• Pulling down, destroying, removing or razing 50% of all exterior walls of a Building (including
framing, windows, doors and exterior finishes? NO
• Pulling down, destroying, removing or razing 50% of the exterior walls of a building that are
viewable from a public way (Highland and First)? NO
• Pulling down, destroying, removing or razing 50% of roof all structures of a Building? NO
• Pulling down, destroying, removing or razing 50% of roof assemblies of a Building that are
viewable from a public way? NO
• Enclosure or alteration of 50% or more of the exterior walls of a Building so that they no
longer function as exterior walls? NO
Accordingly, it is my professional opinion that the Salem Demolition Delay Ordinance does not apply
to the proposed improvements to the existing building at 207 Highland Avenue.
Please feel free to call me with any questions or comments.
