RE: Required Sign Permit for Black Cat, LLC
Dear Mr. Minkle,
As of January 15th, 2025 it has come to my attention that your establishment
requires on premises signage that complies with Section 4-51, On-Premises
Signs in Nonresidential Districts, of the City of Salem Code of Ordinance&
I have been informed by the Salem Redevelopment Authority of ongoing
attempts,from early September 2024 to present-day, to speak with you
regarding applying for a sign permit Upon inspection of the property,I
observed two (2) temporary banners affixed over the main entry of the retail
establishment at the corner of Essex Street and Washington Street I also
observed eight(8) windows along the store's frontage on the two streets that
contained full window-size nonilluminated signs on the inside of the glass
panes. The current banners, window signs and the inaction to heed the
direction of the Salem Redevelopment Authority is in violation of the City of
Salem Code of Ordinances,Article II—Signs and Billboards.
I request that you submit an application for a Sign Permit no later than Friday,
January 24"d, 2025. If a sign permit application has not been received by this
date after having been served with this Violation Notice, then further enforcement
actions may take place, including the issuance of violation fines. Please contact
the Building Department at (978) 619-5649 upon receipt of this notice. If you are
aggrieved by this letter, your appeal is to the Zoning Board of Appeals.
