Highland and Barnes Materials Design Review Board Recommendation Highland Avenue, Barnes, and Cedar Road Design Review of Entrance Corridor Project Meeting Date: June 24, 2020 Members Present: Paul Durand, Chair, Helen Sides, Vice-Chair, David Jaquith, Glenn Kennedy, Catherine Miller, Marc Perras, J. Michael Sullivan Members Absent: None At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend schematic design approval of the proposed construction of four residential buildings, one residential amenity building, and one commercial structure and associated site improvements as designed with the recommendations described herein. Referenced Plans and Documents 1. Set of plans titled ‘Design Review Board Submission Highland Avenue, Barnes and Cedar Road Apartments and Retail’, prepared by Seger Architects, 10 Derby Square, Salem, MA 01970, The Moring-Cameron Group, 66 Elm Street, Danvers, MA 01923, and Michael DeAngelo Landscape Architecture, LLC, 732 East Broadway, Boston, MA 02127, with a cover date of 6/12/20.. 2. Staff Comments dated 6/17/20. Design Recommendations Overall, the DRB found that the planning of the project was well thought out, though more details are needed in order to comprehensively review the design of the project. Over the course of two DRB meetings, the applicant was able to add design details and façade modifications that address initial concerns regarding the massing of the residential structures, though additional design work is needed to further refine the overall design of the buildings. Members appreciated the overall landscaping concept with the diversity in plantings, the walkways, and the linear park, though more detailed landscaping plans are needed in order to complete the review. Upon discussion and deliberation, the Board offers the following recommendations for the Planning Board’s consideration: • Façade Color Pattern: The applicant has included various colors to help break up the expansive facades. The DRB recommends evaluating the color palette as well as the trim color to determine if all of the colors are necessary and if the trim color could be altered so that it is not such a stark contrast with the façade colors. • Successful Building Details: The soffits and railings on the residential buildings are very successful in terms of creating a residential feel to the large buildings. The DRB encourages the applicant to review the façade and add in similar details to improve the residents’ experience of the space. • Rooflines: The applicant has altered the rooflines of the residential building by flattening the roofs between the gables. This has helped to reduce the massing of the buildings, though more work can be done with the roofline, particularly with the gables. The gables on the commercial building are more significant and while these significant gables are not likely feasible on a 3 or 4-story structure, those on the residential buildings could be more pronounced and dynamic additions to the buildings. • Landscaping: The Board is supportive of the overall landscape concept. However, landscape plans need to be reviewed before a definitive recommendation on the landscaping can be submitted to the Planning Board. • Submission of 100% Design Drawings: The DRB requests the Planning Board include a condition of approval that states the applicant shall submit 100% design drawings to the DRB prior to building permit application for final design review of the project, including the landscaping. • Signage: While a final sign design is not critical at this point in the permit review process, the DRB encourages the Planning Board to consider appropriate sign locations and materials and share this with the applicant.
