602 Loring Avenue Materials Combined Design Review Board Recommendation 602 Loring Avenue Design Review of Entrance Corridor Project: Vavel Apartments Meeting Date: June 11, 2020 Members Present: Paul Durand, Chair, Helen Sides, Vice-Chair, David Jaquith, Glenn Kennedy, Catherine Miller, Marc Perras, J. Michael Sullivan Members Absent: None At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend design approval of the proposed three-story apartment building with 20 residential units and associated site improvements as designed with the recommendations described herein. Referenced Plans and Documents 1. Set of elevation drawings prepared by Pitman and Wardley Associates, 32 Church Street, Salem, MA 01970, submitted on 6/5/20. 2. Landscape Plan, prepared by James K. Emmanuel Associates, 22 Carlton Road, Marblehead, MA 01945, revised date 6/2/20. 3. Staff Comments dated 6/8/20. Design Recommendations Overall, the DRB found that the proposal presented a clean, modern, building with a simple color palette that will greatly improve this property. The design team met the criteria of the Entrance Corridor Overlay District ordinance, which has resulted in a well-planned and designed project as presented. Upon discussion and deliberation, the Board offers the following recommendations for the Planning Board’s consideration: • Façade Color Pattern: The applicant has revised the color pattern on the building’s façade to bring a black, horizontal pattern through the red portions of the façade. The DRB suggests adding 2-3 courses of red paneling along the bottom of the first-floor windows, similar to the red coursing along the top of the third-floor windows. This red banding should line up with the bottom sills of the larger windows in the black portions of the building. • Fence Detail: The applicant stated that fencing along the property lines will be a coated aluminum baluster-style fence. The DRB would like the applicant to submit a catalog cut sheet of the fence prior to installation. • Changes to Materials: Should the applicant determine that the currently proposed façade materials not be feasible, he/she/they shall return to the DRB for design review of alternative materials before any changes are made in the field. • Signage: While a final sign design is not critical at this point in the permit review process, the DRB encourages the Planning Board to consider appropriate sign locations and materials and share this with the applicant.
