March 2024 75 North Street Materials The proposed 75 North St 60-unit development is in compliance with the Neighborhood Master Plan for
the North River Canal Corridor(Oct 2003) as evidenced by several NRCC vision statement excerpts as
follows:
Future development should reconnect this area creating a mixture of compatible uses that expand upon
the urban character of the city-The proposed development has the scale, cladding and use that are
directly compatible with the city's urban character. The use of brick cladding along North St speaks to
the more formal urban forms in the city while the incorporation of clapboard materials speaks to the
residential neighborhood behind it.
Create new housing opportunities that encourage a range of housing types and affordability—The
proposed development offers 10% at 60%AMI with multiple floor plan options.
...address parking demand,and provide a more pedestrian friendly area—The proposed development
offers a large public use area specifically geared to pedestrian use as dictated by Chapter 91 (public
accommodation zone) in conjunction with a connector walkway between South Mason St and
Commercial St for the S. Mason neighborhood to use. Walking residents and their guests will have
access to North St from the front of the building, promoting pedestrian activity on the main connecting
streets.
Upgrade the public realm by creating an accessible network of safe, clean, and well-landscaped areas
and open spaces where people can sit, walk, run or bike. The proposed development offers a large public
park-like area along Commercial St where the public can gather, sit, read, drink coffee, and otherwise
program for public benefit. The building will house 75+/- bikes both inside and outside the building
thereby promoting car-alternative transportation...all from a location that is only steps to the Salem
MBTA platform.
It's strategic location offers the opportunity to reconnect the diverse neighborhood that surrounds it and
take advantage of the available building stock, vacant parcels, unique open space system, and waterfront
access. The proposed development makes use of a site that is currently a tow company,vacant field, and
an underutilized single story commercial building. The location is ideally located at a prominent corner
yet at a far edge of the residential areas to the west and north.The public accommodation zone will be
an effective visual and use/program connector to the canal and Leslies Retreat park located across the
Canal. The location is highly strategic for the proposed use, particularly in addressing the housing needs
of the city.
NRCC STANDARDS COMPLIANCE
1.Create appropriate development while preserving our historic neighborhood character; -The
proposed development is located on a vacant and underutilized parcel with no historical context. As
such, it is also not located near historical buildings for which to draw a specific context. The design
offers brick cladding at the prominent corner where it interfaces with Entrance Corridor Overlay
Zoning thereby invoking higher design and invoking a sense of historical context.
2.Address transportation issues for existing and new developments; The proposed development will
address transportation issues by being ideally located adjacent to downtown and transit, by
promoting biking and walking, by eliminating a car towing operation, it will increase public parking
capacity on Commercial St, and will offer one parking space per dwelling unit which will promote
fewer cars on the road.
3.Enhance the public realm in keeping with our unique neighborhood character. The proposed
development will enhance the public realm by vastly improving upon the existing conditions of the
essentially vacant sites today, through the creation of a 13,000sf+/- public park area along
Commercial St and a connector walkway from S. Mason St to Commercial St for the Mason St
neighborhood to have a direct walking route towards downtown Salem.
8.4.2 Standards. In order to achieve these goals, all development shall comply with the following
standards:
1.All development shall be in compliance with the NRCC Plan. See prior

and proposed) with respect to architecture, scale, landscaping and screening. Building materials of
brick, stone, and wood are encouraged. Pre-cast concrete or prefab aluminum or metal panels are
highly discouraged. The proposed development has the scale, cladding and use that are directly
compatible with the city's urban character, adjacent commercial uses, and residential properties beyond
it. The use of brick facing North St speaks to the more formal urban forms in the city while the
incorporation of clapboard materials speaks to the residential neighborhood behind it. The building
meets the 50ft height restriction governed by zoning and Chapter 91. The building meets NRCC zoning in
floor area ratio and allowable overall volume/shape/size. The incorporation of the public park along
Commercial St with additional public parking will enhance the public realm.
3.Ground floor spaces should have active pedestrian friendly uses. The main entrance to the building
will be used by residents, their guests and the small retail/commercial office space thereby activating
the front of the building with pedestrian uses. There is a small private courtyard north/west of the
building that will be for residents/guests. The balance of the vertical building must be devoted to
elevated grades for parking cars above flood and allowing inland flood storage capacity.
4.Buildings should be located in a way to create a presence on the main corridor's street edges. The
proposed building is located along two main corridor street edges (North St and Commercial St) and
creates a strong visual presence compared to what exists today.
S.Buildings shall face the main corridor and have an entrance on the main corridor. The main brick
portion of the building is intentionally designed to create a strong visual presence predominantly on
North St and secondarily along Commercial St. The main vehicular and pedestrian entrances are
located on the primary corridor, North St.
6.Streets and roadways must include sidewalks and landscaping to provide an attractive connection
for pedestrian use, and to complement adjacent parkland. The development proposes roadway and
sidewalk improvements on North St as well as Commercial St (a private way) through new sidewalks,
loading zone, and public parking spaces. One of the main features of the development will be a
13,OOOsf+/- park that directly compliments the Canal streetscape and will create visual connection to
Leslie's Retreat Park located across the canal. Another main feature for enhancing the pedestrian
connection is the incorporation of a walkway from S. Mason St to Commercial St.
7.Uses are designed to generate pedestrian traffic. The specific location of this development
inherently promotes residential living and associated pedestrian use by being conveniently located in
walkable distance to downtown, the MBTA platform, parks, dog parks, and other existing
neighborhood/city amenities.
8.All retail uses should support the adjacent neighborhoods. The `retail use' in the proposed
development will be dictated by the market and likely to be a neighborhood professional use or office
of some sort.
9.All development shall be designed to facilitate, accommodate, and encourage use by pedestrians
and non-motorized forms of transportation as much as, if not more so than, use by motorized
vehicles. The intentional and ZBA-approved parking ratio of 1 parking space for each dwelling unit
serves to reduce the reliance upon vehicular transportation and encourage pedestrian transport. Bike
parking will be on the order of 75+/- bikes both inside the garage and outside racks.
10.Water dependent uses are encouraged to be developed on the parcels located within the district
and adjacent to the North River, particularly parks, open space, pedestrian facilities, and both public
and commercial recreational facilities; marinas, boat yards, boat basins, boat storage yards, yacht
clubs, and other commercial and recreational boating; shore protection structures such as seawalls,
bulkheads and revetments; flood, water level, or tidal control facilities; marine industry, including
marine terminals for the transfer between ships and shore, facilities related to the construction,
serving, maintenance, repair or storage of vessels or other marine structures, facilities for tug boats,
barges, dredges or other vessels engaged in port operations or marina construction. The proposed
development has a zone of public accommodation and does not have a water-dependent use.

5. Boundaries of all districts, areas and zones, including wetlands, buffer zones,
and FEMA zones A, AE, and/or VE.
B. A written report describing the proposed development or use relative to each of
the conditions set forth in Section 8.1.4 Special Permit Uses of the Salem Zoning
Ordinance.
C. In cases of flood-proofing or pile construction, certification by a registered
professional engineer or architect as to the elevation of flood-proofing measures and
as to compliance with the applicable sections of the Massachusetts State Building
Code concerned with flood depths, pressures, velocities, impact and uplift forces,

Procedure
The Planning Board shall, within 7 days after the filing of this application, transmit
one copy of said application, plans and all other submitted information to the
Inspector of Buildings, City Engineer, Board of Health, Conservation Commission
and Fire Prevention Officer who may, at their discretion, investigate the application
and report in writing their recommendations to the Planning Board. The Planning
Board shall not take final action on such application until it has received a report
thereon from the Inspector of Buildings, City Engineer, Board of Health,
Conservation Commission and Fire Prevention Officer or until thirty-five (35) days
have elapsed after distribution of such application without a submission of a report.
The Planning Board shall hold a Public Hearing on said application as soon as
possible after receiving the above reports, in accordance with Chapter 40A of the
Massachusetts General Laws. The Planning Board shall notify the applicant in
writing of its decision on the special permit. The decision shall document the
proposed development or use and the grounds for granting or refusing the special
permit.The Planning Board may, as a condition of approval, require that the
applicant give effective notice to prospective purchasers by signs or by recording the
special permit at the Registry of Deeds, of the wetland or flood hazard conditions
associated with said premises and the steps undertaken by the petitioner or his
successor in title to alleviate the effects of same.
