Bayview Condo Materials Combined MEMORANDUM TO: Members of the Planning Board FROM: Paul Durand, Chair, Design Review Board SUBJECT: DRB Recommendation – 16 Franklin Street DATE: November 16, 2023 CC: Tom Daniel, AICP, Director, Dept. of Planning & Community Development, Amanda Chiancola, AICP, Deputy Director, Daniel LaRoe, Planner The Design Review Board (DRB) reviewed the above-referenced project at its October 25th and November 15th meetings. Board members reviewed the amended elevation plans, materials, and landscape design for the project in accordance with the regulations of the North River Canal Corridor (NRCC) Mixed Use District and took public comment at each of the meetings. Throughout the design review process the applicant, represented by Attorney Joe Correnti and architect Mark Yanowicz, at the meetings, were professional, respectful, open to design suggestions, and amenable to altering the design to meet Board concerns. The design, especially the materiality, is now more appropriate for the neighborhood, the building’s use, and its location. Referenced Plans and Documents 1. Revised Elevation Plan Set titled ‘Bayview Station’ prepared by LYF Architects, One Elm Square, Andover, MA 01810, submitted on 11/08/23. 2. Revised Landscape Plan prepared by Griffin Engineering Group, LLC, 495 Cabot Street, 2nd Floor, Beverly, MA 01915, submitted on 11/08/23. 3. Materials Board provided to the Planning Department. DRB Review: Throughout the DRB’s review of this project, particular attention was paid to the overall visual presentation of the buildings to ensure that the combination of materials, colors, and window patterns created a cohesive project that would be an appropriate addition to North Salem and the NRCC district. The architect has made several revisions to the amended plans that were first presented to the Board: • The color palette for the buildings has been simplified through using only two colors that, while contrasting, feature similar tones and present a less stark visual contrast. • The wood grain effect metal paneling has been removed and replaced with a composite vertical board and batten siding in Blue Spruce. • The ground floor façade treatment was simplified by removing the proposed stucco and masonry block combination and replacing it with a split face insulated Angelus Block product in Greystone. • The grid-less windows were replaced with windows featuring grids in a two-over-two pattern. Additional windows were also added to the facades. • The shape of the roofs covering the ground floor was changed from flat to a sloped roof and now each entry porch features support columns. Page 2 of 2 • Additional landscaping was added around the buildings and along the riverfront. DRB Findings • Board members found that the revised plan set feature a color and material palette that while presents a similar aesthetic to the originally approved elevation plans, creates more visual interest with the vertical and horizontal installations of the composite clapboards. • Members determined that the additional windows and bringing back the originally approved grids on the windows resulted in a more traditional visual, which is compatible with the neighboring residential area. • Members also found that through an increase in differing window types and varying their patterns on the façade, the traditional aesthetic will be balanced with a more modern look, blending the two styles. • The landscaping plan includes plantings to soften the building edges and will provide needed visual relief from the built environment. The riverfront path with its extensive vegetation not only establishes new public access to the waterfront but will also aid in erosion control and provide natural habitat opportunities. DRB Recommendation: While the vote to recommend approval of this design to the Planning Board was unanimous, the Board would like to see revised elevations based on the November 15, 2023, discussions with the project owner and architect. Members believe that the updated landscape design and amended elevation plans, with the revisions as noted during the meeting and in the proposed conditions below, are consistent with the regulations and standards of the NRCC. The Board would like to offer the following recommended conditions for your consideration: 1. Windows a. Size: The small windows on the rear façade of the top floor of the townhouses shall be reconsidered and revised so that they are not uniform in size and placement. The applicant may determine how to adjust these windows, whether the height and/or width of one of each pair changes. b. Patterns: The applicant shall add more variety to the window patterns on all facades of the multi-unit residential buildings. The applicant may consider including additional bay windows and/or adjusting alignment and sizes of the windows. c. Color: The applicant may carry the Blue Spruce façade color to the bay windows. 2. Revised Elevation Plans: The applicant shall submit revised elevation plans to the Board via the Principal Planner by December 1, 2023, that illustrate the window changes as noted in these conditions. The Planner shall facilitate dissemination of the revised plans to the Board and shall share Board reactions to these with the applicant. Note that this condition is not meant to delay a final decision for the project, but to share a final set of elevation plans with the Board and to ensure a complete record for this project. Description Split Face units have a rough, uneven texture with exposed aggregate. They begin as two or more units molded together and, after a curing period, are fractured apart by a splitting machine. Blades in the machine exert pressure simultaneously on the top, bottom, and sometimes the ends of the units. By the very nature of its manufacture the split face texture varies in terms of degree of aggregate exposure and surface projections or depressions. Sizes of split units are expressed in terms of nominal dimensions and compensate for a standard 3/8 inch mortar joint. That is, an 8 x 8 x 16 is actually 7 5/8 x 7 5/8 x 15 5/8 inches, with a permissible variation in overall dimensions (width, height, length) of ± 1/8 inch. Standards All Split Face units manufactured by Angelus Block are hollow or solid loadbearing CMU in accordance with ASTM C90. Availability Standard, or stock, items include a variety of widths in three weights: Medium Weight is stocked in gray and a color in a “tan” range. Lightweight is stocked in gray only and may be limited in availability. Units shown in this section are generally available except as noted. Special order items are in addition to normal stock and are indicated as “Special Order Only”. Such units require manufacturing lead times and possible minimum quantities.
