160 Federal Street Materials Combined Design Review Board Recommendation 160 Federal Street Advisory Design Review of Municipal & Religious Building Reuse Ordinance Meeting Date: April 22, 2020 Members Present: Paul Durand, Chair, Helen Sides, Vice-Chair, David Jaquith, Glenn Kennedy, Catherine Miller, Marc Perras, J. Michael Sullivan Members Absent: None At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend design approval of the proposed historic restoration of the former St. James parochial school and conversion into a residential building with a preference to house those who are over 55 years of age as presented. Design Review Upon discussion and deliberation, the Board voted to recommend the Planning Board approve the project’s design and presented based on the following findings: • Conformance to Design Standards: The DRB found that the proposal to restore the building and retain its historical features is in conformance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (‘Secretary’s Standards’). The project met the Secretary’s Standards to preserve the existing historic fabric, restore missing or damaged fabric, and reconstruct historically significant features. • Retention and Refurbishment of Exterior Historical Features: The retention of the historic windows, the removal of infill materials to restore historic window openings, the limitation of additional exterior features to only those that provide universal access and meet building and safety codes, the refurbishment of the copper elements, the slate roof, and the decorative stone features, and the installation of historically-sensitive entry doors, together create a project that respects the building’s history and its physical place in the community. • Additional Positive Project Features: In addition to the preservation of distinctive exterior historical features, the DRB is very supportive of this project for the following reasons: o Sensitive Exterior Alterations: The proposal does not feature significant exterior alterations to the building. those that are proposed are either to restore the historic nature of the exterior façade (i.e. removing infill material from window openings, replacing modern doors with historically appropriate ones), or those can easily be removed in the future if desired (i.e. the covered entry over the north elevation door). o Proposed Tenancy: The proposal to dedicate these living units to those over 55 years of age will help meet a housing need in this community. This location, adjacent to Salem’s Community Life Center and near to downtown, will support the community of residents and provide opportunities that would not otherwise be so easily available in other locations. ORIGINAL CONFIGURATION OF INFILLED WINDOW TO BE REPLICATED [AT INFILLED AREAWAY] MARK DATE DESCRIPTION April 22, 2020 Paul Durand, Chair Design Review Board 98 Washington Street Salem, MA 01970 Dear Mr. Durand, We are writing to comment on several matters coming before the Design Review Board at its meeting on April 22nd. 30 Federal Street Historic Salem provided comments on December 19, 2019 to the Salem Redevelopment Authority primarily with respect to the effect of the project on the pedestrian walkway, which we noted is “an important urban amenity”. We note that the revised plans labeled DRB 4.22.2020 do not address this concern in any way. As a consequence, please consider the 12/19/19 comments to be outstanding. 49 Federal Street This handsome Victorian Mansard house is a contributing building in the Federal Street National Register District. We wanted to remind both the DRB and the SRA that the design guidelines to be applied for buildings 50 years and older are the Secretary of the Interior Standards for the Treatment of Historic Properties and the Salem Historical Commission Guidelines (Salem Renewal Plan, Section 3.3). We are concerned that the few remaining 19th-century residential structures in the SRA district have come under increasing threat from very large additions which appear to not to be in compliance with the guidelines. We urge the DRB and the SRA to seriously consider the resulting alteration of historic fabric in projects going forward. We also ask you to consider the impact on the urban design of the district due to the increase of impervious surface areas created to accomodate parking for additional units. 13 Hawthorne Boulevard and 160 Federal Street The redevelopment of these historic schools are before the DRB for design review in accordance with the Municipal and Religious Building Reuse Ordinance. We want to express to the Board our enthusiastic endorsement of these plans and the efforts of the North Shore CDC to create needed affordable housing while repurposing these important historic buildings.
