5 Broad Street Materials Combined Design Review Board Recommendation 5 Broad Street Advisory Design Review of Municipal & Religious Building Reuse Ordinance Meeting Date: May 25, 2022 Members Present: Paul Durand, Chair, Helen Sides, Vice-Chair, David Jaquith, Catherine Miller, Marc Perras, J. Michael Sullivan Members Absent: Glenn Kennedy At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend design approval of the proposed historic restoration of the former Salem Senior Center into 16 housing units with exterior work to include windows, roofing, trim, re-pointing and sealing of brick façade, and associated site improvements to parking, access, utilities, and landscaping. Design Review Upon discussion and deliberation, the Board voted to recommend the Planning Board approve the project’s design as presented based on the following findings: • Conformance to Design Standards: The DRB found that the proposal to restore the building and retain its historical features is in conformance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (‘Secretary’s Standards’). The project met the Secretary’s Standards to preserve the existing historic fabric, restore missing or damaged fabric, and reconstruct historically significant features. • Retention and Refurbishment of Exterior Historical Features: The retention of the historic windows, the limitation of adding exterior features to only those that provide universal access and meet building and safety codes, and the refurbishment of significant architectural elements, together create a project that respects the building’s history and its physical place in the community. • Additional Positive Project Features: In addition to the preservation of distinctive exterior historical features, the DRB is very supportive of this project for the following reasons: o Site Improvements: The proposed brick sidewalks and brick extension into the site frame the prominent structure and improve view corridors around and through the property to the historic Central Cemetery behind it. o Building Mechanicals: With the screening of the rooftop mechanicals by the 42- inch-tall balustrade, the removal of gas meters in favor of all electric power, bringing the meters inside the building, and creating an interior trash room to remove the need for dumpsters in the parking lot, together allow the prominence of the building and its historic features to shine uninterrupted. Recommendations To further enhance the project, the Board offers the following recommendations for consideration: • Landscaping: o Street Trees: ▪ Elm trees are a good choice for the property edge. However, to make a stronger impression with the parking lot planting, the applicant should revise the spacing of the eastern most Elm. This tree should be moved westward so that spacing between all three trees is equal. ▪ The applicant shall meet with the Tree Warden to discuss tree removal, proposed trees, and other site constraints. o Species: ▪ Milkweed and Little Bluestem should be removed from the plan. The Milkweed will get too unruly, and the Little Bluestem will be difficult to properly maintain. Baptisia/false indigo could be a good replacement in both locations adjacent to the drive lanes. The Baptisia can be cut back in the fall for the winter season. ▪ Wild strawberry should be replaced with Barren Strawberry since it is hardy and doesn’t provide a food source. ▪ Burning Bush (Euonymus alatus) must be removed from the plan since it is on the Massachusetts invasive species list. • Perimeter Fence: o Aesthetics: The applicant should determine the height and design of the fence on the abutting property and seek to match the height and complement the design for the proposed perimeter fence. o Placement: The landscape drawings show the fence stopping too short of the planting area along Broad Street. The fence should continue along the Broad Street property line a bit further to a point where it should logically end. • Building Lighting: The elevation plans show exterior lights on the dormers. These lights should be reconsidered since they may provide unnecessary glare. The Board is in favor of downward facing lights, placed at the deck level so they do not shine outward from the dormer façade. • Snow Guards: The applicant shall determine where the installation of snow guards is appropriate to ensure that snow coming off of the slate roof will not harm the building, its residents, or visitors. Date: c MASS. HIST. COMM. BUILDING FORM '' 5 Broad Street ARCHITECTURAL DESCRIPTION See continuation sheet. Describe architectural features. Evaluate the characteristics of this building in terms of other buildings within the community. This 2 1/2-story, 9-bay, center-entry, brick building is 4 bays deep. It has a 3-bay, gabled, central, facade pavilion defined by brick pilasters and crowned with a broad cornice with returns. Two-bay, pedimented pavilions with brick panels accent the centers of the east and west facades. A secondary entrance is located at the center of the west, facade pavilion. A cupola with round-arched openings on all four sides breaks the skyline. Windows are both rectangular and round headed. Window caps are of brownstone in several styles, including cornice cap, pedimented, lunette, and arched. Window sash are 12/12. The door frame of the recessed, main entrance is also of brownstone. It is Classical in style and has a cornice cap and alternately smooth and vermiculated, stone block facing around a Roman-arched opening. Eaves are broad and are ornamented with a modillioned cornice and a dentil range. Renaissance Revival features include the eaves trim, variety in window caps, Classical door frame, gabled pavilions, and pilasters. HISTORICAL NARRATIVE See continuation sheet. The site of Classical and High School, 5 Broad Street, the adjacent State Normal School, 1 Broad Street, and the Latin Grammar and English High School (Oliver Primary School), 3 Broad Street are located on the former site of i a Common. Later utilized for an Almshouse, hay market and public scales, the * area became an enclave of educational buildings in the nineteenth century. The Classical High School was erected in 1855/56 adjacent to its former home in the 1818/19 building to the east, which was then utilized as Oliver Grammar School. The Salem Classical and High School was designed by well- known, local architect, Enoch Fuller (1828-1861).
