At a regular meeting of the Design Review Board (DRB), upon a motion duly made and
seconded, it was unanimously voted to recommend design approval of the proposed historic
restoration of the former Immaculate Conception parochial school and conversion into a
residential building with a preference to house those in the creative economy as presented.

Design Review
Upon discussion and deliberation, the Board voted to recommend the Planning Board approve
the project’s design and presented based on the following findings:
• Conformance to Design Standards: The DRB found that the proposal to restore the
building and retain its historical features is in conformance with the Secretary of the
Interior’s Standards for the Treatment of Historic Properties (‘Secretary’s Standards’).
The project met the Secretary’s Standards to preserve the existing historic fabric, restore
missing or damaged fabric, and reconstruct historically significant features.
• Retention and Refurbishment of Exterior Historical Features: The retention of the historic
windows, the limitation of adding exterior features to only those that provide universal
access and meet building and safety codes, and the refurbishment of copper flashing
and gutters, the slate roof, and the cornice and other decorative stone features, together
create a project that respects the building’s history and its physical place in the
community.
• Additional Positive Project Features: In addition to the preservation of distinctive exterior
historical features, the DRB is very supportive of this project for the following reasons:
o Preservation of Interior Historical Features: Preservation of the auditorium,
hallways, and staircases, are all critical interior historical elements that tell the
story of the building’s former use as a school.
o Proposed Tenancy: The proposal to dedicate living units to those in the creative
economy will help meet a housing need in this community and providing studio
space, galleries, shops, and gathering space in the former auditorium will further
reinforce the sense of community in this building.

We are writing to comment on several matters coming before the Design Review Board at its meeting
on April 22nd.
30 Federal Street
Historic Salem provided comments on December 19, 2019 to the Salem Redevelopment Authority
primarily with respect to the effect of the project on the pedestrian walkway, which we noted is “an
important urban amenity”. We note that the revised plans labeled DRB 4.22.2020 do not address this
concern in any way. As a consequence, please consider the 12/19/19 comments to be outstanding.
49 Federal Street
This handsome Victorian Mansard house is a contributing building in the Federal Street National
Register District. We wanted to remind both the DRB and the SRA that the design guidelines to be
applied for buildings 50 years and older are the Secretary of the Interior Standards for the Treatment of
Historic Properties and the Salem Historical Commission Guidelines (Salem Renewal Plan, Section
3.3). We are concerned that the few remaining 19th-century residential structures in the SRA district
have come under increasing threat from very large additions which appear to not to be in compliance
with the guidelines. We urge the DRB and the SRA to seriously consider the resulting alteration of
historic fabric in projects going forward. We also ask you to consider the impact on the urban design of

The redevelopment of these historic schools are before the DRB for design review in accordance with
the Municipal and Religious Building Reuse Ordinance. We want to express to the Board our
enthusiastic endorsement of these plans and the efforts of the North Shore CDC to create needed
affordable housing while repurposing these important historic buildings.
