SRA Review for Certificate of Completion
Design Review Board Recommendation 65 Washington Street: Review of 100% Construction Drawings Meeting Date: May 27, 2020 Members Present: Paul Durand, Chair, David Jaquith, Catherine Miller, Marc Perras, Helen Sides, Members Absent: Glenn Kennedy, J. Michael Sullivan Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend approval of the proposed façade modifications as designed and conditioned herein. Referenced Plans and Documents 1. Review document titled ‘Salem Design Review Board Final Design Review’, prepared by Tise Design Associates, 246 Walnut Street, Suite 303, Newton, MA 02460, dated 5/27/20. 2. Staff Comments dated 5/22/20. Conditions of Approval: The DRB recommends incorporating the following conditions: 1. Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Washington Street Façade: The applicant shall consider using a single color for the first floor of the Washington Street façade. The use of different materials in the same color is acceptable. 3. Roof to Underground Parking Garage: The applicant shall install an EPDM roof in the color ‘River Rock’ rather than the black. 4. Renderings of Building Lighting: The applicant shall submit renderings of what the building will look like at night with the ambient building lighting as proposed. Findings 1. Consistency with Design Standards and Guidelines: This project is consistent with the design guidelines and standards. 2. Design Modifications are Minor in Nature: a. Material Modifications: The various modifications to the building’s materials are minor in nature due to the locations of the changes. The majority of these changes are located in the rear of the building thereby preserving the main view along Washington Street. b. Changes in Window Patterns: The slight modifications to the window patterns, glazing, and use of shutters are minor to those that were originally approved and do not negatively alter the original design intent. 3. Preservation of the Building’s Character: The modifications do not significantly alter the character of the building as was originally proposed and approved.
