Harmony Grove Road Apartment Project Page 1 of 2 Design Review Board Recommendation 1 Harmony Grove Road Design Review of Entrance Corridor Project Meeting Date: November 18, 2021 Members Present: Paul Durand, Chair, David Jaquith, Glenn Kennedy, Catherine Miller, Marc Perras, J. Michael Sullivan Members Absent: Helen Sides At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend design approval to the Planning Board of the proposed construction of the residential development and associated site improvements as designed with the recommendations herein. Referenced Plans and Documents 1. Set of plans titled ‘Grove Street’, prepared by DJSA Architecture PC, 175 Paramount Drive, Suite 202. Raynham, MA 02767, dated 11/06/2021. 2. Landscape Plan, prepared by Griffin Engineering Group, LLC, 495 Cabot Street, 2nd Floor, Beverly, MA 01915, dated 08/18/2021. 3. Revision Summary, prepared by DJSA Architecture PC, 175 Paramount Drive, Suite 202. Raynham, MA 02767, dated 11/05/2021 4. Staff Comments dated 11/10/21. Design Elements of Revised Plans The Board reviewed this project at its October 27th meeting and offered several comments and suggestions to the applicant team for ways to improve the overall design of the building and the site. The team responded positively to the feedback and returned to the November 18th DRB meeting with a project that addressed all the comments, as follows: • The materials on the façade have been simplified through the elimination of the originally proposed wood paneling at the entrances to the residential buildings. The paneling was replaced with the dark brick, which is also being used on the first level to ground the buildings and at the endcaps of the buildings. • The community center was redesigned so that it related to the residential buildings. The applicant removed the pitched roof and replaced it with flat ones, brought in an identical material palette, and mimicked the brick entrance feature that is used on the residential buildings. The community center and the fitness center now relate to one another, providing bookends to the development. • The landscaping throughout the site is robust with native species appropriate for both ground cover and for visual aesthetics. The applicant has included hardscape elements that tie the landscaping back to the site’s built environment. Design Recommendations The DRB appreciates the applicant’s continued work to improve the design of this project. Each iteration of the design is an improvement over the previous one. The current plans, elevations, and landscaping details show the multi-family residential project as a cohesive development with landscaping that enhances the built environment and is appropriate for the site as it borders the North River canal. Page 2 of 2 The Board is pleased to unanimously support the project with the following recommendations for the Planning Board’s consideration: • Compliance with the ECOD Regulations: The Board would like to reinforce the importance of complying with the ECOD design-focused regulations as follows: o Landscaping: All of the trees planted should have a minimum caliper of 3.5” to meet the ECOD minimum standards. o Granite Curbing: All of the curbing around the site should be vertical granite at least 6” in height. This includes all curbing around landscaped areas. • Landscaping: Overall, the applicant has selected good, hardy plants for this site; generally, the planting design could be a little looser, i.e. less regimented. o Trees and Shrubs: ▪ The trees are in straight lines, they would suit the site better if some of the lines were allowed to become drifts or directional clusters. ▪ Consider reducing the number of tree species; repeating species around the site will strengthen the design. ▪ The Nyssa is a hardy choice and appropriate for the site. ▪ The Hinoki Cypress is an interesting plant though rather than planting it by itself, consider planting it in groups of three. o Other Plant Material: ▪ As with the tree layout, the site will benefit from less rows and lines of plant material in favor of more groupings. ▪ The Hydrangea does not fit the plant palette as well as the other selections. Limelight or Annabelle (looser, larger species) may work, but a small Nikko Blue would not be appropriate. ▪ The tall grasses read as stiff and could be replaced with Baptisa/false indigo – a summer perennial that tolerates snow storage. ▪ Catmint is a fine plant, but a hardy Russian Sage could add texture that the catmint lacks. o Dog Areas: ▪ The dog park is a great amenity for the residents and will provide a designated place where dogs may relieve themselves. ▪ There will be instances where dog owners do not bring their pets to the park and instead let them relieve themselves elsewhere on the site. In multi-family residential buildings, the areas immediately outside the entrances will be damaged. The project team could install strategically placed gravel areas to avoid the patchy grass blight that will occur at the entrances. The units are approximately 30” tall. The project team states that they will not be visible from the ground and are not proposing roof screens. I have attached the proposed roof plan.  Chain Link Fence: I asked the project team if the MBTA requires chain link fencing (the Entrance Corridor prefers fencing in natural materials)? o From Bob Griffin, Civil Engineer:  I don't see any specific fence requirements in the MBTA permit, correspondence or associated drawings from the 2013 railroad crossing permit. In 2013 MBTA would have been aware of the proposed installation of 6' black vinyl-coated chain link fence along the RR tracks.  Looking at site photos, the chain link fence that existed along portions of the railroad tracks prior to site remediation work has been removed.  The PB approved plans for 60 and 64 Grove Street show 6' black vinyl-coated chain link fencing along the railroad tracks. The same fence detail was included in the most recent (8/18/21) site plans for 60 Grove Street - see sheet C-9.  Project Signage: I asked the team if they are considering monument/freestanding signage for the community center and/or the residential buildings. The project team responded that the ownership group has not explored monument/freestanding signage and has requested that signage be handled under a separate review, if applicable.  Façade Materials: There is a materials key on the plans; I asked the team to provide a document that shows more details.
