Michael Sullivan Members Absent: Sarah Tarbet At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend design approval to the Director of Planning and Community Development of the construction drawings with the proposed changes from the originally approved plan set. Specification Sheets for the proposed materials – Nichiha Vintage Wood Panels in Ash, Arriscraft Renaissance manufactured stone in Carbon, Boston Colonial Pavers, and Marvin Elevate Collection fiberglass windows – submitted on 04/14/2023. 4. Memorandum from MassDOT, prepared by Cameron Rogers and dated 07/27/2022. Findings The Board reviewed the proposed changes to the originally approved plan set and made the following findings: 1. Façade Materials: The change from Hardie to Nichiha and the change from the Arriscraft Renaissance Carbon to Graphite are de minimis. The graining in the Nichiha panels is acceptable and will be minimally visible given the location of the panels on the buildings. The development team provided acceptable alternative materials and colors to those that were originally approved and have since been discontinued. 2. Fencing: The Board acknowledged the MBTA requirement that the fence along the railway must be chain link for safety purposes. While a chain link fence is not consistent with the design requirements in the ECOD ordinance, this change is necessary and must be incorporated into the project. 3. Windows: The change from an aluminum product to a fiberglass one is de minimis. The window layout on the buildings, the size, the grid pattern, and the color will be the same as originally approved. 4. Balconies: The Board supported the change from traditional balconies to Juliet balconies. Members found that the buildings incorporated sufficient changes in depth via projected bays that the loss of the traditional balconies would be not a detriment to the visual presentation of the buildings. This request was submitted to MBTA Safety via the Massachusetts Realty Group (MRG). Based on the information submitted, MBTA Safety should deem the request to be “Approved with Conditions.” In addition to any and all conditions set forth by Railroad Operations and Transit-Oriented Development, the following conditions shall be met: 1. All personnel working on MBTA property or with the potential to foul the Commuter Rail Right of Way (ROW) must complete Keolis Roadway Worker Protection (RWP) training prior to beginning work. All personnel must have valid Keolis RWP ID cards on their person while working on or near the ROW. 2. All work must be coordinated with MBTA Railroad Operations to ensure proper scheduling and flagging. Based on certain requirements, work may be deemed necessary for non-revenue hours. 3. Applicant must notify DigSafe (811) prior to work activities. 4. Existing MBTA infrastructure, including underground utilities, must be protected during work. 5. Applicant must establish a secure work zone during construction to provide for passenger protection. 6. All material and equipment utilized during construction activities shall be easily moved to ensure worker safety and to avoid interference with operations, even during non-revenue hours. 7. All precautions must be exercised to ensure the MBTA ROW is not fouled at any time. 8. A protective track fence (if not already present) must be furnished, installed, and maintained by the Applicant. The fence must form to MBTA fence standards and be a chain link fence at least six (6) feet high and no less than nine (9) feet from the center of the nearest track. 9. Any plans for future development not included in this proposal must be submitted to MBTA Safety and all relevant departments for approval. For any work involving cranes with the potential to foul the MBTA ROW, the following information must be submitted at least two (2) business days prior to any crane activity: scope of work (purpose of work, hours of operation, location, etc.), pick plan (max weight must be under 67% of crane capacity), crane specifications, operator’s driver’s license, operator’s hoisting license, operator’s medical certificate, and the most recent annual third party inspection/certification. Cranes are allowed to ‘weathervane’ over the MBTA ROW, but will be considered fouling if they are actively picking loads. 11. If at any time the MBTA deems the Applicant's activities as unsafe to its operations, infrastructure, customers, employees, or the general public, the Applicant must cease all work until safer conditions are established and approved by MBTA personnel. Throughout many refinements over the years, the fundamental qualities of our calcium silicate product - incredible aesthetics and performance - remain unchanged. Naturally occurring materials (sand and lime) are mixed and then pressed into modular-sized units under high pressure. These units are then subjected to a highly monitored steam system to produce a masonry unit with uniformly fine-grained texture and through-body color. This Natural Process® technology is a fast-paced replication of how the Earth creates natural stone: the raw materials chemically react to form a calcium silicate hydrate binder resulting in durable, strong and integrally bonded units. No synthetic binding agents are added - the chemical reactions occur naturally. Unlike other manufactured stone, our Calcium Silicate Masonry Units (CSMUs) are entirely natural, except for the color pigments that are added as the raw materials combine. This mixing creates masonry units with through-body color, so stones can be cut, shaped, hand-chiseled, or dressed on site while maintaining the fine grain texture and color. The color consistency throughout each stone also means that our full-bed products can be cut thin without sacrificing the aesthetic. Ultrex ®, an innovative fiberglass material pioneered by Marvin over 20 years ago, was one of the first premium composites on the market. However, not all composites are created equal. • Some companies use materials like sawdust and vinyl to produce a composite material with fundamentally different properties and performance values. But Ultrex is different. Its material makeup contains a high density of woven fibers bound by a thermally-set resin that makes it more resistant to pressure and temperature than vinyl-based composites. • With such different materials grouped in the composites category, it becomes important to know what sets them apart. This is especially true when compared to vinyl, which can distort in extreme heat and crack in fluctuating temperatures. Ultrex resists distortion even at temperatures up to 285°F.
