SUBJECT: Summary of DRB Review of 50% Design Drawings for 266 Canal Street

The Design Review Board (DRB) reviewed 50% design drawings and the proposed materials for the
project at 266 Canal Street at its April 24, 2024, meeting. Board members reviewed the design plans for
the project in accordance with the regulations of the Entrance Corridor Overlay District and compared
them to the previously reviewed elevation plans. During this review, as was the case throughout the
previous design review process, the applicant, represented by Icon Architecture and Halvorson Tighe &
Bond Studio, was professional, respectful, open to design suggestions, and amenable to altering the
design to meet Board concerns. The design, its materiality, and site elements together create a cohesive
project that continues to be an appropriate addition to Canal Street.

3. Material samples for the façade elements.
DRB Review: During this review the DRB focused particular attention on the materiality and colors of
the façade elements, site elements, and the pedestrian experience as one would navigate to the amenity
areas. While there are some elements that Board members believe need to be further investigated and
refined, the project design continues to evolve while preserving the design intent and meeting project
goals of affordable housing creation and sustainable development.
DRB Findings
• Board members found that the proposed changes were relatively minor in nature and did not
significantly alter the overall visual presentation of the structures.
• Board members found that while the project designs are progressing in a positive direction,
there were some site elements that they would like to see further developed and some of the
façade colors reconsidered.
DRB Recommendation: The Board voted unanimously to recommend approval of the proposed changes
with the following recommendations for your consideration:
1. Pool Fencing: The plans show a vinyl panel fence around the pool. While the Board appreciates

the fence design that will provide privacy to the pool users, the Board would like to see the
vinyl replaced by wood. The fencing around the pool and around the trash area should be
similar if not identical in design and material.
2. Crosswalks: The two crosswalks that lead from the four residential areas to the pool should be
as significant as other crosswalks on the site. The Board is concerned with pedestrian/resident
safety in this area.
3. ADA Compliance: The applicant should confirm that the seating area between the buildings has
steps/stadium seats that meet code.

RE: Plan Changes from 12/20/23 Recommendation, Building Permit Procurement
This project was last reviewed by the DRB at its 12/20/23 hearing at which time the board made a
unanimous recommendation to the planning board with several conditions. The filing today reflects our
request for DRB to approve the plans and materials in order to procure a building permit. The enclosed
plans and material represent advancement of the plans between the reference 12/20/23 DRB hearing,
through Planning Board approval on 2/15/24, and up to the latest building permit set of drawings now
dated 3/29/24 “Conformed Set”. Along with this cover memo and associated plans/drawings, we have also
delivered material samples. Please note, Building ID’s have been changed from A/B/C/D/E to 1/2/3/4/5
respectively.
SITE & LANDSCAPE REVSIONS (since 12/20/23)
1. Pool changes
a. Pool was reduced in size (eliminated the shallow chaise-lounge feature) to allow space for
enhanced/supplemental tree and shrub plantings to buffer adjacent drive lane. Added two
more trees to pool area.
b. Pool fence is wood/opaque/privacy now with gates
c. Grill station at pool now shown.
2. Pedestrian flow changes
a. Introduces new pathway for simple/cohesive pedestrian flow from the east and south side
of Building C connecting to waste management and sunken park amenity.
b. Added unit paver apron to garage entry of Building C for enhanced pedestrian safety
c. Added crosswalk south of Building B to connect Boulevard East pedestrians to Building A
3. ‘Amphitheater’ changes
a. Modified relationship of building to site such that exposed concrete reduced and modified
concrete to have decorative recesses and board formed texture
b. Modify number of parking spaces between Buildings C&E from 5 to 4 to increase pedestrian
use areas.
4. North Railway Connector ‘Boardwalk’ changes
a. Modified guardrail at rail trail to be reduced in length adjacent to trail to eliminate
potential safety hazard for bikers
b. Added supplemental tree planting between rail trail and Rosies Pond
c. Added interpretive signage on boardwalk
5. Open Space Area
a. Added interpretive panel at open space southwest of Building C (noted on Materials Plans)
6. Planting and Lighting Plans
a. Coordination/refinement of tree planting in areas between the 4 main buildings
b. Coordinated lighting with plans.
c. Eliminate trees north of north parking lot. Inadequate space and mature trees beyond.
d. Added trees on Kimball Rd.
ARCHITECTURAL REVISIONS (since 12/20/23)
The applicant has made plan modifications per the DRB 12/20/23 recommendations in addition to the
following changes largely as a result of subsequent Planning Board comments through 2/15/20:
1. Modified Building A ground floor glass for additional glazing area. Added windows facing east to
upper two levels above the main signage/entry feature.
2. Changed window and siding configurations on Buildings B/C/D/E all north and south elevations to
differentiate upper story. Changed typical mull window configuration to single windows at the
request of DRB and Planning Board.
3. Expanded the public art areas on Building A, now showing in rendering form.
4. General - changed architectural block colors at garage/base to eliminate the angled visual design.
5. Introduced vertical channel within the clapboard siding material at the upper areas of Buildings
B/C/D/E. The channel detail is coordinated with window layouts.
6. General – dark stair tower paneling is visually coordinated with base block to increase emphasis on
this vertical element.
7. Added 12” of façade height to Building A
8. Added door to bike room on Canal St side of Building A
Design Review Board Recommendations (12/20/23)
Applicant Response thereto
The DRB offers the following recommendations for the Planning Board’s consideration:
1. Pool Access and Screening:
a. Access: The applicant shall consider allowing pool access from Building A only, with no access
from outside. If exterior access to the pool area is desired, the applicant shall ensure that the
pedestrian zone/crosswalk is made more prominent than the vehicular circulation in the parking
lot. Additionally, the applicant shall consider how the pool area will remain safe and accessible only to
residents and their guests. A swing gate has been added to the south end of the pool perimeter fence and
believed to be necessary, if for anything, emergency access.
b. Screening: The applicant shall consider installing a solid fence around the pool area. This will
not only provide privacy for the pool users, but also visually screen the amenity from Canal Street. Solid
fencing has been proposed around the pool.
2. Amphitheater:
a. Additional Amenities: This newly proposed outdoor area is an attractive amenity for the
residents. While it will be a pleasant passive recreational area, the applicant shall consider adding grills or
other amenities to increase the use of the space. Grills and seating have been added to the upper portion
of this area.
b. Accessibility: The applicant shall investigate accessibility requirements, current and those
likely to be implemented based on industry trends, with the proposed stadium seating. Consideration of
the seating so that a drop off that is 30” or more has a guardrail and a drop off that is less than 30”
has a ‘landing zone’ that is at least 30” wide. Icon will address this.
c. Visual Aesthetic: The applicant shall create texture along the concrete wall bordering the
amphitheater so that its vastness is minimized. Formwork reveals and varied block patterns have been
added to these Amphitheater wall conditions.
3. Window Size and Patterns: The modifications show a simpler window pattern along all facades. Members
would like the applicant to reconsider this proposed pattern and add in irregularity via the use of single
windows interspersed among the double windows. This has been addressed.
4. Signage: Signs in an entrance corridor are not required to go through Design Review Board review. The
DRB requests the Planning Board require the applicant to submit a sign package to the DRB for review at a
regularly scheduled public meeting prior to seeking a sign permit. Signage package will be forthcoming in
the future
5. Stair Tower Façade Treatment: The applicant shall carry the façade treatment on the stair towers down
to grade to visually anchor the building. This has been addressed
6. Submission and Review of 50% Design Drawings: The Board would like the applicant to submit elevation,
site, and landscaping plans at the 50% design stage to review the project as it progresses and understand
how the design may or may not have changed. The plans and documents submitted should include the
following:
a. A cover memo detailing proposed changes from the approved plan set. Herein.
b. A plan set(s) showing building elevations, site layout, and landscaping. The plan set should
include side-by-side images of approved versus currently proposed items with ‘bubbles’ around those items
that have been changed. Herein
c. Plan(s) identifying exterior mechanical systems, vents, and meters and the screening of these
items, as appropriate. Herein

Hi Katie,
Thank you for taking the time to meet with me yesterday to review the alternate ground faced block sample
selected by Steve Tedesco, the Project Architect from Ikon Architecture. This email confirms that the ground
faced block identified as Material Tag #3 for the project will now be the Jandris & Sons 9301 in lieu of the previously
submitted block that had contained more white aggregate (see attached pic). Note that Material Tag #4 was
previously approved as, and will remain as, Jandris 2507-2. We believe that this alternate 9301 selection will
provide less contrast with the 2507-2 as the City requested. I understand that there is no formal approval for this
revision and that the City’s request for less contrast between the 2 blocks has now been satisfied.
