Design Review of Entrance Corridor Project

At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was
unanimously voted to recommend design approval of the proposed modifications to the Planning Board of the
proposed redevelopment of the project site to include demolition of all of the existing buildings and infrastructure
and construction of five new buildings for a total of approximately 73,615 square feet with 250 residential units (of
which 20% will be affordable), commercial space along Canal Street, and the construction of surface and covered
parking areas as designed with the recommendations herein.

Findings
1. General: The DRB found that the modifications, taken as a whole package, result in a positive
improvement to the design of the project. Members are pleased that the residential unit count has not
changed, and the affordability levels will continue to provide a diversity of housing options. The project
continues to be an asset to the community for both the construction of much-needed housing and for the
sustainable building and site features incorporated throughout the project. The Board recognizes the
value of this project in addressing Salem’s housing needs while transforming underutilized properties into
a productive site that beautifies this section of Canal Street, creating a stronger connection to the bike
trail/multi-use path, and preserving a significant amount of critical open space and habitat around Rosie’s
Pond.
2. Consistency with Design Guidelines and the ECOD Ordinance: The modifications are consistent with the
city’s Commercial Design Guidelines and the tenets of the Entrance Corridor Overlay District Ordinance.
For those design elements that are not consistent, the Board made the following determinations:
a. Façade Materials:
i. The proposed façade materials are composite rather than ‘natural’. The Board found that
the variations in color and texture create a visually interesting presentation on each of the
buildings.
ii. The Board continues to acknowledge that the size and scope of this project that includes
the high residential unit count with a significant level of residential affordability and the

array of sustainable site and building features merits the use of composite façade
materials that are a more affordable option than wood, brick, and stone.
b. Site and Building Lighting: The decorative site lighting fixtures proposed for installation between
the residential buildings are not fully cut off fixtures. The Board found that this lighting will likely
emit low lumen levels and advised the applicant to investigate options to ensure that the site
lighting was appropriate and dark-sky considerate.
3. Programmatic Modifications: Members determined that the programmatic changes that resulted in more
amenity space will be a benefit to future tenants. The shift of the majority of the amenity space to
Building A along Canal Street will support a goal for increased activity at the ground floor along an
entrance corridor.
Design Recommendations
The DRB offers the following recommendations for the Planning Board’s consideration:
1. Pool Access and Screening:
a. Access: The applicant shall consider allowing pool access from Building A only, with no access from
outside. If exterior access to the pool area is desired, the applicant shall ensure that the
pedestrian zone/crosswalk is made more prominent than the vehicular circulation in the parking
lot. Additionally, the applicant shall consider how the pool area will remain safe and accessible
only to residents and their guests.
b. Screening: The applicant shall consider installing a solid fence around the pool area. This will not
only provide privacy for the pool users, but also visually screen the amenity from Canal Street.
2. Amphitheater:
a. Additional Amenities: This newly proposed outdoor area is an attractive amenity for the residents.
While it will be a pleasant passive recreational area, the applicant shall consider adding grills or
other amenities to increase the use of the space.
b. Accessibility: The applicant shall investigate accessibility requirements, current and those likely to
be implemented based on industry trends, with the proposed stadium seating. Consideration of
the seating so that a drop off that is 30” or more has a guardrail and a drop off that is less than 30”
has a ‘landing zone’ that is at least 30” wide.
c. Visual Aesthetic: The applicant shall create texture along the concrete wall bordering the
amphitheater so that its vastness is minimized.
3. Window Size and Patterns: The modifications show a simpler window pattern along all facades. Members
would like the applicant to reconsider this proposed pattern and add in irregularity via the use of single
windows interspersed among the double windows.
4. Signage: Signs in an entrance corridor are not required to go through Design Review Board review. The
DRB requests the Planning Board require the applicant to submit a sign package to the DRB for review at a
regularly scheduled public meeting prior to seeking a sign permit.
5. Stair Tower Façade Treatment: The applicant shall carry the façade treatment on the stair towers down to
grade to visually anchor the building.
6. Submission and Review of 50% Design Drawings: The Board would like the applicant to submit elevation,
site, and landscaping plans at the 50% design stage to review the project as it progresses and understand
how the design may or may not have changed. The plans and documents submitted should include the
following:
a. A cover memo detailing proposed changes from the approved plan set.
b. A plan set(s) showing building elevations, site layout, and landscaping. The plan set should include
side-by-side images of approved versus currently proposed items with ‘bubbles’ around those
items that have been changed.
c. Plan(s) identifying exterior mechanical systems, vents, and meters and the screening of these
items, as appropriate.

d. Specification sheets for selected façade materials and exterior lighting fixtures.
e. A materials board, to be submitted to the Planning Department, that includes a sample of each
proposed façade material.

RE: Requested PUD Plan Revisions
On July 20, 2023, the Salem Planning Board voted in the affirmative to approve a 250-unit mixed-use PUD
development located at 266, 282, 282R, 286 Canal Street and 2 Kimball Road. This application filing today is
to seek the board’s approval on several plan revisions prompted by the owner, architect, and engineering
team in response to: typical refinement of project plans, adherence to anticipated building codes,
preconstruction progress, and numerous scope and budget matters that the team is navigating to bring the
project to fruition. The core features of the project remain unchanged such as building heights, number of
buildings, number of units, as well as the orientation, coloration and footprints of the buildings.
SITE PLAN REVSIONS
• The pool amenity area has been relocated from between Buildings C & E to behind Building A. This
newly-crafted amenity location allowed the team to re-program the prior pool location for another
additional outdoor resident amenity space between Buildings C & E.
• The parking area and pedestrian circulation west of Building A has been reconfigured to provide more
efficiently sized parking spaces in keeping with current best practices and to increase flood storage
area.
• The platform area for Building A near the Canal Street curb cut has been reconfigured to provide a
ramp and handicap access to the building.
• Building A slab has been stepped to better match the Canal Street frontage grade and make the
building more accessible from Canal Street. This change also helped with site grading to create more
flood storage.
• The Canal Street-Kimball Road intersection has been reconfigured in response to abutter feedback.
• The Kimball Road curb cut has been shifted east to straighten the drive aisle.
• The stone dust path parallel to the rail trail has been eliminated to remove approximately 4 feet of
fill and create new wetlands and flood storage in this area. The path has been replaced with an
elevated boardwalk and viewing platform on helical piles that will provide a crossing from the rail
trail to the site over the wetland area. Seating areas directly on the rail trail are proposed as well as
other tree and landscape improvements along the public rail trail corridor. This work will also
mitigate invasive plant species that have populated this area.
• The drive aisles/sidewalk finished grade between Buildings B-E has been raised approximately 2 feet.
• The flood storage has been updated. The flood storage galleys have been removed from Buildings D
& E and calculations provided demonstrating that there will be no adverse impact to the Rosie’s Pond
watershed.
• Existing utilities have been updated due to further test excavations and inspections that have
occurred since the project was approved.
• Proposed utilities and stormwater management systems have been updated in keeping with the
building MEP design, currently underway.
• Stormwater calculations have been updated accordingly. There is no change in the requirements for
treatment or groundwater recharge.
• Parking has changed by one space (306 approved, 307 revised) with the same 11 spaces that the
board felt did not have adequate room to maneuver which created an official parking capacity of
295 cars. The revision calls for 307. It should be noted that 54 of the spaces are for ‘compact’ cars
only. Should the board decide compact spaces are not recognized, the project would experience
further reduction of 3 parking spaces (54 spaces at 8.5ft wide is 459ft of parking width. At 9ft wide,
this is 51 parking spaces, hence the reduction of 3 spaces is achievable)
LANDSCAPE REVISIONS
1 - Relocation of Swimming Pool. Pool and associated amenity space have been relocated to Building A to
strengthen connections between indoor tenant amenities (gym, co-workspace etc.) and provide leasing
staff with easier access control and visuals on the swimming pool deck. Site improvements are comparable
to previously submitted plans. Improvements include a 45' X 10' pool with an 8' X 20' L, paved terrace,
movable lounge chairs and bistro tables, grill station, and code compliant perimeter fence.
2 - Building C and E Courtyard. The former swimming pool location has been redesigned to provide
additional tenant amenity space and accommodate flood storage. A terraced wood seating amphitheater
gradually steps down in 1.5’ increments to provide tiers of seating to the lower level garden 4.5’ below -- a
ramp is provided for accessibility. Native plantings and granite slabs are feathered into the garden to bring
the native plantings from the adjacent wetland into the site. The upper portion of this site area will include
grill stations and seating.
3 - Building C Open Space. (Woodland Walk) This site area has been redesigned to accommodate the new
entry drive and waste management enclosure realignment. Programmatically, this area has not changed
and will continue to provide flood storage, restore native vegetation and provide open space for tenants to
gather and socialize.
4 - Building A Entry. An accessible walk has been added to provide access to the new "Main" entry. The
planting bed at the back of the Canal Street sidewalk has been modified to accommodate the accessible
route walk and stairs.
5 - Building A South. The paved terrace has been modified to accommodate new entry drive alignment.
Foundation planting has been added to soften the building and pedestrian interface. These modifications
maintain the bike parking previously proposed.
6 - Rail Trail Connection. Previously shown as a rail trail extension, this site area has been modified to
dredge fill material and restore and replicate wetlands. A wood boardwalk on helical piles with an overlook
of Rosies Pond and seating makes a connection to the rail trail. Seating nodes with benches have also been
added adjacent to the rail trail overlooking the pond. The wetland plantings include trees, shrubs,
landscape plugs and a native seed mix.
7 - Building B Open Space (Gateway) No major changes have been made in this site area. The addition of a
low retaining wall and additional plantings have been added to work with revised grading.
8 - Building E Entry. Three landscape islands have been added to accommodate revised grading.
ARCHITECTURAL REVISIONS
As illustrated in the attached drawings, the following design modifications have been made to
accommodate current unit mix, construction requirements, and conformance with the Energy Code:
Building Plan Modifications –
• Building floor plan layouts and Units – realigned to accommodate actual refinements to interior
layouts/circulation and a preferred Unit Mix for market demand.
• Amenity Areas expanded in Building A – larger area on First Floor with expansion to Second
Floor. Additional windows at ground level to view into larger common areas. Added a ‘Work
from Home’ first floor program with a door to the previously-approved patio on Canal Street for
improved connectivity and engagement of the interior/exterior program. Second Floor Amenity
replaces three apartment units that were relocated to Building B to maintain 250 approved
housing units.
• Garages Enclosed – for energy efficiency and to protect plumbing lines (collected and exiting in
garage ceiling) from freezing in winter. Open metal parking garage screening eliminated from
project with new masonry patterned to emulate angled openings in prior design. Actual
masonry selection is unchanged.
• Decks – some decks have been changed to French Balconies to create more variety on facades
and some decks were removed altogether. The overall “deck” count has been reduced from 160
to 154 (158 to 70 or -88 fewer decks. 2 to 84 or +82 additional French Balconies).
• Mail – per direction of USPS, all mail and packages will be delivered to ground floor of Building A
rather than dispersed among buildings. This required more program space in Building A and
carries additional benefit of fewer delivery trucks driving through the development to access
multiple buildings daily, thereby improving pedestrian safety along the ‘boulevard’.
Façade Modifications:
• All Buildings
o Overall window area square footage reduced -- to meet Energy Code requirements
(no more than 28% of façade area)
o Windows sized for location – Living Room wider, Bedroom narrower
o Windows sized for efficient fabrication – from market supplier
o Windows aligned with new unit layouts
o Hardi-panel reduced in favor of Square Channel 9” Plank and Lap siding – which
installs so that attachments are not visible, and appears quite robust. In contrast,
large Hardi-Panel areas retain visible nail pattern, which is highly visible and
obviously dimpled when painted. This design choice also extends upon the logic of
creating buildings that appear more ‘residential’ versus a ‘commercial’ look
o Stair tower façade masonry replaced by dark-grey Hardi-Panel – to eliminates
costly and complex steel backup systems that are required where masonry is taller
than 30 feet (these are wood-framed buildings).
o Garages with full-height masonry walls (enclosed for energy efficiency) – masonry
patterned to emulate angled openings in prior design – and windows added along
façade to allow natural light into garages. Actual masonry selection is unchanged.
• Building A Canal Street Façade – increased window area along street (expanded Amenity areas)
and enlarged Façade Community Art locations
• Building B 5th Floor Common Roof Deck – reduced in size to 750 square feet at end of building
which is required per Building Code due to egress. Note setbacks at top floor are slightly modified
with original intent maintained.

Swimming Pool. Pool and associated amenity space have been relocated to Building A to
strengthen connections between indoor tenant amenities (gym, co-workspace etc.) and provide
leasing staff with easier access control and visuals on the swimming pool deck. Site
improvements are comparable to previously submitted plans. Improvements include a 45' X 10'
pool with an 8' X 20' L, paved terrace, movable lounge chairs and bistro tables, grill station, and
code compliant perimeter fence.
Building C and E Courtyard. The former swimming pool location has been redesigned to provide
additional tenant amenity space and accommodate flood storage. A terraced wood seating
amphitheater gradually steps down in 1.5’ increments to provide tiers of seating to the lower level
garden 4.5’ below -- a sloped walkway is provided for accessibility. Native plantings and granite
slabs are feathered into the garden to bring the native plantings from the adjacent wetland into the
site. The upper portion of this site area will include grill stations and seating.
Building C Open Space. (Woodland Walk) This site area has been redesigned to accommodate
the new entry drive and waste management enclosure realignment. Programmatically, this area
has not changed and will continue to provide flood storage, restore native vegetation and provide
open space for tenant to gather and socialize.
Building A Entry. The existing outdoor terrace has been maintained to activate the Canal Street
façade. An accessible walk has been added to provide access to the new "Main" entry. The
planting bed at the back of the Canal Street sidewalk has been modified to accommodate the
accessible route walk and stairs.
Building A South. The paved terrace has been modified to accommodate new entry drive
alignment. Foundation planting has been added to soften the building and pedestrian interface.
These modifications maintains the bike parking previously proposed.
Rail Trail Connection. Previously shown as an extended rail trail connection, this site area has
been modified to instead allow for dredging to provide supplemental storm drainage and flood
storage, invasive removal and restoration and replanting of wetlandss. A wood boardwalk on
helical piles with an overlook of Rosies Pond and seating makes a connection to the rail trail.
Seating nodes with benches have also been added adjacent to the rail trail overlooking the pond.
The wetland plantings include trees, shrubs, landscape plugs and a native seed mix.
Building B Open Space (Gateway) No major changes have been made in this site area. The
addition of a low retaining wall and additional plantings have been added to work with revised
grading.
Building E Entry. Three landscape islands have been added to accommodate revised grading.

c.WHERE EXCAVATING WITHIN CRZ, BACKFILL VOIDS WITH
LOOSELY PLACED TOPSOIL. INSTALL ONLY THE AMOUNT
OF SOIL NECESSARY TO FILL THE VOID WITHOUT
SPREADING OVER EXISTING ADJACENT GRADES.
d.ROOTS ENCOUNTERED DURING DEMOLITION SHALL BE
REVIEWED ON A CASE-BY-CASE BASIS BY THE ARBORIST.
THE ARBORIST SHALL PROVIDE APPROPRIATE TREATMENT

PROTECTION LAYER (OR APPROVED ALTERNATES).
c.EQUIPMENT TRAVEL SHALL BE MINIMIZED AS MUCH AS
PRACTICAL.
PROVIDE SIGNAGE AT 30' SPACING WITH THE FOLLOWING TEXT:
"NO ENTRY - TREE PROTECTION AREA - STORAGE OF FILL,
CONSTRUCTION DEBRIS OR CHEMICALS IS PROHIBITED - FENCE
