Decision:To approve the project as presented and pursuant to the DRB Recommendation.
Referenced Plans and Documents:
- Application prepared by Sanir Lutfija, Seger Architects, 83 North Street, Salem, MA 01970, submitted on 7/31/24.
Contract for Work, prepared by American Plate and Auto Glass, 42 Prince Street, Danvers, MA, dated 9/6/24.
Conditions of Approval:
- Validity of Approval: This approval is valid for two years from the date of the meeting. The approval shall no longer be valid if a substantial use
and/or construction has not commenced except for good cause within this two-year period.
- Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned
herein, he/she/they shall return to the SRA to review proposed modifications prior to making any changes in the field.
- The applicant shall perform the work as outlined in the 'Contract for Work', dated 9/6/24. This work shall include installing one vertical mullion, centered in the
upper pain of glass to create a simulated divided lite window. The mullion shall also be installed on the inside of the glass.
The exterior window trim shall be painted to match the color of the window trim on the ground floor windows along the Essex Street façade.
Findings:
- The removal and subsequent loss of the pre-existing bay window significantly impacted the presentation of the building along one of the most heavily trafficked
pedestrian corridors in the City. Members acknowledged this loss, though expressed their displeasure of the applicant's replacement window, which was done
without review and without consideration of the permitting process. However, members expressed a willingness to consider alternative designs for the replacement
window and tasked the applicant with finding options that would create a more visually consistent window pattern and façade.
Upon thoughtful consideration, the Authority found that the subject window is related more so to those on the front of the building than those along the Essex Street
façade and thus supported the proposal to install a single, vertical mullion on both the interior and exterior of the upper window pane.
Members also determined that to continue the visual consistency of the windows and overall consistency of the entire historic façade, the window trim color of the
subject window must match that of the other windows on the building.
