Meeting Date:August 10, 2022
Members Present:Grace Napolitano, David Guarino, Cynthia Nina-Soto
Members Absent:Christine Madore, Dean Rubin
Decision:To approve the project pending successful completion of design review with the Design Review Board.
Referenced Plans and Documents:
- Proposal to paint the trim and doors prepared and submitted by Bill Levin, 298 Essex Street, Salem, MA 01970 on July 11, 2022.
Paint specification for Sherwin Williams "Inkwell", SW6992, submitted by Bill Levin, 298 Essex Street, Salem, MA 01970 on July 11, 2022.
Conditions of Approval:
- Validity of Approval: This approval is valid for two years from the date of the meeting. The approval shall no longer be valid if a substantial use
and/or construction has not commenced except for good cause within this two-year period.
- Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned
herein, he/she/they shall return to the SRA to review proposed modifications prior to making any changes in the field.
-
Findings:
- The Authority found that the proposal is consistent with the design standards and guidelines for project proposals in the Downtown Renewal Area.
The members found that the change in paint color will successfully demarcate the commercial portion of the building from the upper level residential
portion.
The proposal to add the darker trim color will create visual consistency among the storefronts at this end of Essex Street.
Signature of the SRA: By the signature below, I certify that this recommendation accurately reflects the actions of the Salem Redevelopment
Authority Board.

Small Project Review - SRA-22-12
Address of Project: 300 ESSEX STREET
Meeting Date:August 24, 2022
Members Present:Paul Durand, David Jaquith, Glenn Kennedy, Catherine Miller, Marc Perras, J. Michael
Sullivan, Sarah Tarbet
Members Absent:
Decision:To recommend approval of the project as presented and conditioned herein.
Referenced Plans and Documents:
- Proposal to paint the trim and doors prepared and submitted by Bill Levin, 298 Essex Street, Salem, MA 01970
on July 11, 2022. Paint specification for Sherwin Williams "Inkwell", SW6992, submitted by Bill Levin, 298 Essex Street, Salem, MA
01970 on July 11, 2022.
Conditions of Approval:
- Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed
as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to
making any changes in the field.
- The private residential entrance at 298 Essex Street should remain white; the owner may paint the door itself
Inkwell to coordinate with the neighboring storefronts.
Findings:
- The Board found that the project will bring visual consistency among the commercial storefronts and, with the
recommended condition to keep the residential entrance predominantly white, will result in an attractive and
cohesive streetscape. The use of Inkwell for the commercial spaces will match the façade of the neighboring business and will
successfully contrast the lighter color of the new sidewalks along Essex Street.
Signature of the DRB: By the signature below, I certify that this recommendation accurately reflects the actions of
the Design Review Board.
