SIGNATURE SERIES November 18, 2020 Paul Durand, Chair Design Review Board City of Salem 90 Washington Street Salem, MA 01970 Dear Mr. Durand, We are writing to offer comment on the application to replace doors and paint trim on 256 Essex Street. At the Salem Redevelopment Authority (SRA) meeting, there was discussion about what historic protections or restrictions existed for this building. As preservation advocates, we are frequently asked by members of the public if a Downtown Local Historic District should be created and we reassure them that, in regard to historic buildings in the Renewal Area, the SRA acts in a similar capacity to the Salem Historical Commission. The Salem Downtown Renewal Plan outlines that for buildings over 50yearsold the SRA and Design Review Board should use the Secretary of the Interior's Standards for the Treatment of Historic Properties, 1995 and Salem Historical Commission Guidelines as the basis for review and approval (page 3-4). We will outline relevant concerns for this Colonial Revival-style building that was constructed c. 1938. The Colonial Revival style is evidenced by the broken pediment above the main entrance and the columns flanking the doorway. Trim in the Colonial Revival style is typically white or off white and this is what is found on nearby Essex Street buildings. The shutters on the building are another typical Colonial Revival-style feature and Colonial Revival-style shutters are generally painted a dark color. Similarly, the door itself could be a darker color. Dark shutters and doors could create a distinctive look that maintains the historical color patterns. Any proposed painting scheme should be presented with specific paint colors and accurate renderings that clearly delineate what colors are to be used on which elements.
