SRA Review of Comm Space to Resi MEMORANDUM TO: Members of the Planning Board Elena Eimert, Staff Planner FROM: Tom Daniel, Executive Director SUBJECT: 50 St. Peter Street – Conversion of Commercial Space to Residential DATE: May 25, 2023 The proposed conversion of the existing commercial space into three residential units is consistent with the project’s development parameters as defined by the Land Disposition Agreement between the SRA and the buyer, Old Salem Ventures, LLC, dated March 6, 2006, as subsequently amended. This proposal is consistent with Amendment 12 recorded on April 21, 2009, at the Southern Essex Registry of Deeds in Book 28505, Page 527. I have reviewed the submitted plans and documents and have found that this conversion does not require changes or alterations to the existing historical façade of the building nor to the site improvements including, but not limited to, landscaping and parking. Since there are no changes to the building’s exterior and the property, additional SRA and Design Review Board review is not required. Applicant is proposing to amend the existing Planned Unit Development Decision dated December 12, 2006, as subsequently amended, to allow the conversion of the approximate 3,200 square foot space formerly used as a restaurant to three residential dwelling units. The existing three on-site spaces dedicated to the former restaurant will serve the three new dwelling units. This conversion was previously approved by the Board in an amended decision dated October 19, 2015, but the rights granted were never exercised. The Applicant has made a diligent effort to lease the space to another restaurant tenant but has been unable to do so.
