Balance Architects January 25, 2022 City of Salem 93 Washington Street Salem, MA 01970 Re: 38 Norman Street –Project Narrative The proposed building at 38 Norman Street will be a four story story mixed use development. There will be ground floor commercial space which will be used for either a cafe or restaurant. Roughly half the basement will be for the commercial tenant, an area that can be used for cooking, preparation or storage. The basement will also have long term bike parking facilities for the residential units, with short term bike parking along Norman Street. There is ground level parking, partially covered by the building, landscape buffers along side yards, and an outdoor seating area in the rear of the property Floors two, three and four will be comprised of apartments in a mix of 1 and 2 bedroom units. The units on the top floor will have access to private roof decks. The latest design changes include the relocation of the trash and recycling areas for the residential units, slight relocation of the residential entry, as well as additional facade detailing at the ground floor. Conditions of Approval: - Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned herein, he/she/they shall return to the SRA to review proposed modifications prior to making any changes in the field. - Façade: Install the Hardie clapboards with the smooth side visible. Submit a sign application for the building and/or the commercial space prior to sign installation. Landscaping: Eliminate the use of artificial turf on the site. Mechanicals: Install the meters (water, electrical, gas, etc.) in a location that is not visible from a public way, i.e. Crombie, Norman, and/or Summer Streets. SRFD-22-1 Public Realm: Repair the sidewalks bordering the property using in-kind materials. Findings: - The SRA reviewed the project for consistency with the Plan Objectives listed on page E-6 in the Executive Summary of the Downtown Renewal Plan. The Board found that the project is consistent with several of the stated objectives as follows: The new building will consist of both residential and commercial uses that are appropriate in the downtown, B5 zoning district; the project brings additional residential units and new commercial spaces to the currently vacant lot. The orientation of the building along Norman Street reinforces the preferred street line in the district in that there is minimal setback from the public way and there is activity via an outdoor patio space for the commercial unit facing Norman. The height of the building, coupled with the setbacks that exceed zoning requirements from the residential properties on Crombie Street, respects the surrounding historic neighborhood. The project is taking underutilized land and putting it into productive use. The project meets the design standards for new construction in the Downtown Renewal Area. The façade includes architectural treatments to break up massing, the site includes landscaping that serves not only to beautify the area, but also to provide visual screening and privacy elements, and the inclusion of commercial space with large windows along Norman Street will engage with passing pedestrians and vehicles. Authority members acknowledge the transformation the project has undergone during the permitting process and believe that the approved plans represent a positive addition to the neighborhood and streetscape.
