Project Description
The project involves the demolition of the existing one- story concrete garage- style building on the
premises and the construction of a new five-story building with approximately 1,652 square feet of
retail space on the first floor and four floors of residential use above. There will be 25 residential
units consisting of studios, one and two bedroom dwellings. The total floor area of the upper

Meeting Date: July 28, 2021

Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was
unanimously voted to recommend approval of the schematic design plans for 38 Norman Street with
consideration of the comments provided by board members at the meeting as listed below.
Referenced Plans and Documents

02129, dated July 8, 2021.
2. Staff Comments dated 7/22/21.
Board Member Comments: The DRB requests the SRA and the applicant consider and respond to the following
comments in future design iterations of this project.
1. Windows:
• Evaluate the first-floor windows in the commercial space and consider alternate styles that reflect
the commercial use of the space.
• Consider removing the first-floor windows that screen the covered parking area and replacing
them with a different type of visual screen, which will help to demarcate the commercial use from
the parking use.
• If the applicant would like to explore accordion style windows for the commercial area, the
applicant should reach out to the Health Department to determine what, if any, interior
modifications need to be made to ensure compliance with various health regulations if the
commercial space is to be a restaurant.
• Window spacing on the upper levels can take more cues from the larger buildings in the
immediate neighborhood.
2. Façade Articulation:
• Consider pulling back the clapboards where they meet the brick façade by the width of a brick so
there is a clean and concise transition between the two materials.
• Review the shape of the bays facing Norman Street. Some members appreciated the proposed
angled bays while others thought that a square bay could work as well.
• The cornice detailing was appreciated, though it may need a bit more fenestration.
3. Masonry:
• Consider the patterns in the masonry.
• The rendering reads as a pink-toned brick, future design plans should clearly portray the desired
brick color.
4. Landscaping and Site Features:
• Future design plans should include detailed information on plant species and spacing of plantings.
• The applicant shall consider building signage, design, and location.
• Future plan iterations should indicate snow storage and/or include a plan for snow removal from
the site.
5. Mechanical Systems:
• Future design plans must consider the required mechanical systems, where they will be located,
and how they will be screened from view from the public way and from the rooftop decks.
During the meeting, Board members acknowledged the continued work of the applicant team and appreciated
their responsiveness to SRA concerns and to comments from Historic Salem, Inc., and the community. Members
appreciated the design evolution of the project and look forward to participating in design review of this project
during future design development and construction document stages.
