Decision:To approve the project as presented, subject to the DRB Recommendation, and with the Kakawa storefront painted Elysian
Ground and the Mercantile storefront painted Theatre Red.
Referenced Plans and Documents:
- Application submitted by Victor Oliveira on July 24, 2024.
Kakawa Façade Color Options, submitted by Derek O'Brien on August 29, 2024.
Conditions of Approval:
- Validity of Approval: This approval is valid for two years from the date of the meeting. The approval shall no longer be valid if a substantial use
and/or construction has not commenced except for good cause within this two-year period.
- Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned
herein, he/she/they shall return to the SRA to review proposed modifications prior to making any changes in the field.
- The applicant shall paint both storefronts; the Kakawa facade shall be painted Elysian Ground and the Mercantile storefront shall be painted Theatre Red.
Findings:
- Upon discussion of the goals and objectives of the Downtown Renewal Plan and the guidelines presented therein and in the Salem Historical Commission's
Guidelines Notebook, members acknowledged the visual consistency of painting both storefronts one color and how this consistency respects the building's
architectural features. However, members, in consideration of the applicant's goal to ensure that each storefront has its own character, determined that using paint as
an identifier for each business would not negatively impact the historic character of the building or of the surrounding properties.
The Authority found that the proposed colors were consistent with the historic color palette referenced in the Salem Historical Commission's Guidelines Notebook.
Members determined that by using distinct, but complementary colors to differentiate the two storefronts, each business was able to have its own identity.

Decision:The Design Review Board recommends approval of the Theatre Red proposed for the Marine Hall
facade depending on the presentation of Derek O'Brien from the PEM providing colors for the
Kakawa storefront facade for DRB consideration and submitted as part of their recommendation to the
SRA.
Referenced Plans and Documents:
- The document referenced is PEMShop_MarineHallMercantile_SRAApplication_rev2.pdf which was submitted by Victor
Oliveira.
Conditions of Approval:
- Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed
as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to
making any changes in the field.
- The Kakawa storefront facade shall be painted in a color complimentary to the Marine Hall Mercantile storefront facade.
Findings:
- The Design Review Board found the proposed facade improvements along with facade improvements on the adjacent
Kakawa storefront would be consistent with the design guidelines and standards in the Downtown Renewal Plan. The
proposed storefront and adjacent Kakawa storefront are part of the same building.
