Boz 2572 Merrifield, Virginia 22116 On the morning of 12/27/2024 at 7:43 AM, I received a call from Voula Orfanos informing me Fire Dispatch contacted her and requested personnel from the Building Department to be present at 12 Moulton Avenue in Salem. Upon arrival to the property at 7:55 AM, I was approached by Deputy Payne of the Salem Fire Department. Deputy Payne showed me carbon damage around an exhaust vent on the exterior of the building along the driveway. I also observed carbon damage to the siding on both sides of the vent, and condensation on the panes of glass on the windows above the vent. Deputy Payne also showed me carbon damage on a nearby leader and informed me the Fire Department had broken into the rear door, unaware the property is not inhabited full-time. Deputy Payne mentioned he had the heating system shut down because the carbon damage is a clear indicator that the system is malfunctioning. Lastly, he identified the woman who resides across the street at 9 Moulton Avenue as being a relative of the absentee owner of 12 Moulton Avenue. Deputy Payne and I both spoke with the woman at 9 Moulton Avenue and she confirmed she will try to have the rear door of 12 Moulton Avenue boarded up and secured by 12 PM today. Deputy Payne said he will stop by again after 12 PM to confirm she was able to secure the property, and if she is unable to, he will notify Voula Orfanos that she needs to contact a boarding company to secure the property before the end of the day.
