RE: Haunt Blackcraft Sign Approval Conditions
Kirstie Phillips ,
Thank you for your Haunt Blackcraft sign permit application and the adjustments made to present to the
Design Review Board (DRB). The DRB appreciates the time and effort put into the submission for the
September DRB meeting.
At the Wednesday, September 25, 2024, 6:00pm DRB meeting, upon a motion duly made and seconded,
it was unanimously voted to recommend approval of the Haunt Blackcraft projecting sign, permit
application SP -24-46, with the following conditions:
• Blackcraft needs to submit sign permit applications for all A-Frame signs and present before the
DRB
• The ticket booth in the 259 Essex doorway need s to be secured to ensure safety
• The temporary Haunt Blackcraft vinyl banner sign needs to be removed
• The Blackcraft company name painting on the windows needs to be presented before the DRB
• On the rear side of the building in the back parking lot, the handicapped parking spots need to
be restored when the parking lot is being used for parking .
The Board also noted the following findings and conditions:
Finding: The requirement for blade signs to be stationary was not appropriate for this sign for the
following reason:
• The signs and brackets are sturdy so that the wind load and movement of the sign will be
minimal
Finding: The requirement for blade signs to hand a distance of no less than eight inches was not
appropriate for these signs for the following reasons:
• The sign is in the downtown core which is highly pedestrian -oriented. Signs hanging close to
the buildings cater to pedestrians.
• Signs nearby appear to have a hanging distance of eight inches or less.
Condition-Surety Bond: The applicant shall adhere to the surety bond requirements found in the City of
Salem Code of Ordinances, Section 4-47: Signs or Structures over Public Ways.
The sign permit recommended approval will move forward following co mpliance with the mentioned
conditions. A-frame and window sign permit applications need to be submitted to the DRB by noon on
Friday, November 8, 2024.
