Design Review Board Sign Recommendation

Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded,
it was unanimously voted to recommend approval of the sign proposal as conditioned herein.

Conditions of Approval
1. Consistency with Design/Plans: Should the applicant determine that the approved sign design may
not be completed as detailed in the plans referenced herein and the following conditions,
he/she/they shall return to the DRB to review proposed modifications prior to making any changes
in the field.
2. Sign Installation: When possible, use existing holes to install the new wall sign on the Lafayette
Street façade. If there are no existing holes, rather than drilling into brick, the anchors should go
into the mortar, which is an easier repair should the sign need to be removed.
3. Front/Charter Street Signage:
a. Installation Location: The applicant shall install the originally proposed awning sign on the
wall of the building, on the fascia located above the awning.
b. Illumination: The applicant shall use halo-style lighting for the sign rather than internally
illuminated channel letters.
4. Lafayette Street Signage:
a. Wall Sign Illumination: The applicant shall use halo-style lighting for the sign rather than
internally illuminated channel letters.
b. Juul Window Sign: The applicant shall not install, or, if already on the window, shall remove
the ‘Juul’ window graphic. The applicant may replace the word “Juul” with a different,
word, to be depicted on the revised renderings as required in condition 6.
5. Removal of Existing Signs:
a. Freestanding Sign: The applicant shall remove the existing freestanding sign and all of its
structural components by December 31, 2020.
b. Window Graphics: The applicant shall remove the window graphics that face Front/Charter
Streets since they were installed without approval and, with the proposed awning sign,
result in a sign area that exceeds the allowed maximum.
6. Revised Renderings: Prior to final DRB sign-off of this proposal, the applicant shall work with Glenn
Kennedy to update the renderings and sign plans to reflect the DRB’s recommended conditions. The

applicant may submit the revised renderings and plans to the DRB via the City’s online permitting
system, Viewpoint Cloud, so they become part of the final record for this sign application.
7. Withholding of Sign Permit Until Review of Façade Changes: The applicant shall not receive a sign
permit until he/she/they have applied for a Small Project Review with the Salem Redevelopment
Authority (SRA) for the change in trim paint color and any other changes to the façade that were
made without SRA review and approval.
Findings
1. The DRB reviewed the sign proposal and found that the proposed signage as originally designed was
largely non-compliant with various regulations of the Salem Sign Code and the SRA Sign Manual.
The sign package, if modified as described in the Conditions of Approval, will be consistent with the
regulations, and will therefore be more appropriate for the Urban Renewal Area.
2. The size, shape, and location of the property at the confluence of three streets increases visibility of
the business, thus rendering the existing freestanding sign obsolete. The removal of this sign will
bring the property into compliance with the Salem Sign Code, which prohibits freestanding signs in
the B5 zoning district.
3. While the signage may now comply with the regulations and standards, the changes to the façade
require review in order to bring the entire property in compliance with the standards and
regulations of the Downtown Renewal Plan. Withholding the sign permit until such time an
application is made for the changes to the façade is necessary to ensure that the overall project is
compliant.
