The DRB reviewed the sign proposal and found that the proposed signage is consistent with the standards and guidelines in the SRA Sign Manual and the City of Salem Sign Ordinance. 2. The proposal is modest with members appreciating its simplicity in design. 3. The use of the existing bracket will ensure that the new projecting sign will be cohesive with the existing signs along this commercial block. 4. The window signs will not prohibit views into and out from the business, which will contribute to the downtown’s vitality. Compliance with the Portable Sign Regulations, Section 4-40 of the Sign Ordinance: a. Term: The sign may be placed outside only during the establishment’s hours of operation. The sign may not be placed on the sidewalk for the duration of a declared snow emergency or on October 31st. The sign shall not be outside during inclement windy weather. b. Placement: The sign shall not be in front of handicap walkways, or block building entrances, exits, and fire escapes. It shall not interfere with the sight distance of traffic passing the property. The placement of the sign must comply with the regulations of the State Architectural Access Board C.M.R. 521 (handicap regulations). c. Structural Integrity of Sign: The sign must be freestanding and shall not be affixed, chained, anchored, or otherwise secured to the ground or to any pole, parking meter, tree, tree grate, fire hydrant, railing, or other structure. The sign must be internally weighted so that it is stable and windproof. d. Liability Insurance: Sign owner must submit proof of adequate liability insurance with a minimum limit of $1,000,000 for each occurrence to the Department of Planning and Community Development and remain in effect for as long as the a-frame sign is used. The a- frame sign must be indicated as being included in the liability coverage. The City of Salem, and the Salem Redevelopment Authority must be listed as additional insureds. Findings 1.
