Decision:To approve the project pending successful completion of Design Review Board review.
Referenced Plans and Documents:
- Application materials, including existing conditions photographs, prepared by Matt Tatkow, owner, 24 Charter Street, submitted on March 30, 2022.
DRB Presentation prepared by Matt Tatkow, owner, 24 Charter Street, presented at the May 25, 2022 meeting.
Conditions of Approval:
- Validity of Approval: This approval is valid for two years from the date of the meeting. The approval shall no longer be valid if a substantial use
and/or construction has not commenced except for good cause within this two-year period.
- Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned
herein, he/she/they shall return to the SRA to review proposed modifications prior to making any changes in the field.
- Paint Colors: The applicant may consider using a less bright white on the trim elements; Superwhite is quite stark and may not be appropriate for
the historic building. Board members suggest considering Benjamin Moore Mayonnaise or Mannequin Cream, which are softer whites. The Board
also appreciates increasing the contrast between the color used on the façade of the home and that which is used on the trim elements, which will
allow the trim elements to stand out.
Findings:
- The SRA reviewed the project for consistency with Plan Objectives listed on page E-6 in the Executive Summary of the Downtown Renewal Plan.
The Board found that the project is consistent with several of the stated objectives as follows:
Through financial investment in this historic residential building, the project will help to eliminate and prevent the reoccurrence of blighting factors and
restore conditions of healthy, safety, amenity, and economic viability.
The project will preserve and enhance the historic architecture of the district, which is a valued contributor to the civic, cultural, and economic
environment of the Downtown Renewal Area.
The SRA found that the project is consistent with the SHC Notebook. The removal of the rear windows will not be visible from a public way, thus
significantly reducing negative impacts to the Area. The change in paint color will revive the façade, making the building an attractive addition to the
streetscape.

- The Board appreciates the financial investment into the historic structure and the responsible approach to
retaining, restoring, and highlighting important architectural features. The removal of the windows on the rear façade is a de minimus change to the exterior of the building. They are not
visible from the public way and have very limited visibility from the rear yards of abutting properties. The removal of
these two windows will not have a negative impact on the historic urban fabric of the downtown renewal area.

Historic Salem supports the proposed changes to the building at 24 Charter Street. We just want to offer to the DRB and
the applicant the suggestion that the windows being removed from the rear of the building be infilled to retain the
outline of the original brick openings. Although this is a small feature at the rear of the building, doing so is a clear visual
way to tell the story of the building as well as add interest to an otherwise blank wall.
