20 Central Street-Comcast Cabinet on SidewalkDecision Small Project Review - SRA-23-5 Address of Project: 20 CENTRAL STREET Meeting Date:December 13, 2023 Members Present:Grace Napolitano, Christine Madore, Cynthia Nina-Soto Members Absent:Chris Dunn, Dean Rubin Decision:To approve the project as presented. Referenced Plans and Documents: - Application package prepared by Darrin Young, Project Coordinator, Comcast, submitted on December 6, 2023. Conditions of Approval: - Validity of Approval: This approval is valid for two years from the date of the meeting. The approval shall no longer be valid if a substantial use and/or construction has not commenced except for good cause within this two-year period. - Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned herein, he/she/they shall return to the SRA to review proposed modifications prior to making any changes in the field. - There are no special conditions for this project. Findings: - Members found that the proposed upgrade in internet service is needed to accommodate the growing remote workforce. Upon discussion with the applicant, members found that there would be new sidewalk encroachment due to the pad the cabinet sits on no matter its orientation. Though there will be a more narrow walkway, at no point does the width of the clear, accessible sidewalk path not meet the minimum required 36". Members are in support of creative ideas that will not only allow Comcast to install the larger cabinet but ensure as much clear sidewalk for pedestrian navigation as possible. New Cabinet will be 6" wider than the existing. P. V. Barone will need to extend the existing precast pad that is imbedded in sidewalk 5" towards backside of sidewalk. The existing sidewalk will not be touched and will be 37" wide when finished. Comcast’s Genesis Project Comcast is upgrading all of its infrastructure around the City. The upgrade requires larger cabinets to hold the new equipment. Figure 1: Existing Cabinet The existing cabinet located at corner of Front and Central Streets. While this image shows the size of the cabinet, it has since been painted. The existing cabinet has a 32” x 32” footprint on a concrete pad. Figure 1: Footprint of New Cabinet The new cabinet will have a 32” x 38” footprint and will require an extension of the concrete pad. The new cabinet will be the same height and will be the same material and color (pre artistic painting) as the existing cabinet. While the current cabinet has a flat roof, the proposed one will be slanted with air vents to assist with airflow. The taller side of the cabinet will face toward Essex Street. according to Comcast, turning it another way would require additional digging and more customer outages.
