13 Barton Square-Construction of Porch and Deck Page 1 of 2 Design Review Board Recommendation 13 Barton Square Small Project Review: Construction of Exterior Porch and Deck Meeting Date: April 28, 2021 Members Present: Paul Durand, David Jaquith, Glenn Kennedy, Catherine Miller, Marc Perras, Helen Sides Members Absent: J. Michael Sullivan Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend approval of the proposed construction of exterior porch and deck at 13 Barton Square as designed and conditioned herein. Referenced Plans and Documents 1. A series of plans and drawings illustrating proposed conditions and measurements and dimensions of the porch and deck, submitted by Michael McGinn on 3/19/21. 2. Site Plan for 13 Barton Square, submitted by Michael McGinn on 3/1/21. 3. A series of photographs showing the structure’s existing conditions, submitted by Michael McGinn on 3/17/21. 4. Massachusetts Inventory Form B, 13 Barton Square, form number SAL.2255, June 2017. 5. Staff Comments dated 4/22/21. Conditions of Approval: The DRB recommends incorporating the following conditions: 1. Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Upper Deck Modifications: The applicant shall submit revised plans and specifications for the upper deck. Such specifications shall include the following: a. Installation of Azek: i. Facia Board: The applicant shall install an Azek fascia board over the pressure- treated wood along the bottom edge of the deck flooring. ii. Columns: The pressure-treated columns shall be wrapped in Azek to increase their diameter to 8”. The applicant shall also include a base and top cap to the columns to increase the visual consistency with the columns on the lower porch. iii. Balusters: The balusters and railing elements shall be Azek. b. Paint Color: The Azek shall be painted Benjamin Moore Copley Gray to match the trim on the rest of the house. 3. Submission of Revised Materials: The applicant shall submit revised documents illustrating the upper deck modifications to the Board via Principal Planner, Kate Newhall-Smith. Board member Helen Sides shall review revised documents for compliance with the conditions. Findings 1. Consistency with Design Standards and Guidelines: This project is consistent with the Salem Historical Commission’s Guidelines Notebook and the Secretary of Interior’s Standards for the Treatment of Historic Properties in that the trim and details on the new elements are consistent with those on the rest of the home. 2. Improvement of Structure: The applicant has been diligently working to restore this structure in an historically sensitive manner. This project will be a positive addition to the home’s overall restoration.
