RE: Halloween Parking Overlay District
Dear Mr. Paul,
On October 8th, 2024 it came to my attention that you have been offering
Halloween Parking on your residential lot which is shared with 14 Woodbury
Court. The Halloween Parking Overlay District(HPOD)Zoning Ordinance is
intended for property lots "lawfully in use for non-residential purposes", that are
located within the designated area on the Halloween Parking District Overlay
Map and rightfully obtain a permit through the Traffic and Parking Commission,
as outlined in Section 8.7 of the City of Salem Zoning Ordinance.
The use of your property is residential and your property lies outside the
designated district indicated on the Halloween Parking Overlay District Map.
Therefore, the use of your property for offering public parking is prohibited and
your offering Halloween Parking needs to cease and desist.
Due to the aforementioned violation, I will be ticketing you daily until you cease
to use your property for public parking. Please contact the Building Department at
(978)619-5642 upon receipt of this notice. If you are aggrieved by this notice,
your appeal is to the Zoning Board of Appeals.
