Dear Mr. Strout:
As you may recall, we were recently in your office regarding the status of our property at 24 Dearborn
Street. We're planning to sell our two-family house and were surprised to find that it is not listed in your
records as a two-family house. We understand two conditions must be satisfied to establish it as a
two-family:
1. that it was occupied as such when the zoning ordinance was adopted in August 1965
2. that it has been occupied continuously as such without more than a year's lapse
We are submitting the following documents to substantiate that our house meets the above conditions and
should,therefore,be listed as a two-family.

*In checking the 1965 directory,we found there is no second family listed, and we do not know why.
Please note that in the previous year (1964) Maynard Thibault was a tenant, and, in the following year
(1966), Lawrence and Maryann Sweeney were tenants. We can only surmise that when the 1965 census
was taken,the Normand's were between tenants,but,we have no way of determining exactly how long the
apartment was vacant.
The explanation could come from the City of Salem List of Polls (attached) which shows John and
Carol Vaccow(as well as the Normand's and Mr. Thibault)living at 24 Dearborn in 1964. (Note that the
Vaccew's are not listed in the Polk Directories above.) It is plausible that sometime after the 1964 Polk
census,Maynard Thibault moved out,the Vaccow s moved in,voted in November, 1964, then moved out
before the 1965 Polk Census was taken. Thus, the 1965 City Directory lists only one family in 1965.
Then, sometime after the 1965 Polk census, the Sweeney's moved in, as they are listed in 1966. In any
event, it appears quite likely that the apartment was vacant less than a year. Since the zoning ordinance
allows the continuation of a use even if the use is inactive for a year, the two-family use should be
considered continuous over the year 1965, and our house should be considered as being used as a
two-family in 1965,when the zoning ordinance was adopted,thus fulfilling Condition 1 above.

An examination of the Polk Directories from 1966 to present shows that our house has been
continuously occupied since 1966 as a two-family,thus fulfilling Condition 2 above.
To further substantiate the fact that our house is a two-family,we submit the following information:

house in September 1967)is because that prior to 1973,property in Salem had
not been appraised for many years.

Bank,now the Heritage Cooperative Bank. We refer you to the highlighted
information on the second page under"Description of Property"indicating
it as a two-family house,tenant occupied,and rental income.
IV. House Insurance
Please see attached copy of Holyoke Mutual Insurance of Salem policy which
indicates coverage of a two-family house(highlighted). It is dated September 14,
1976,and the following is an explanation of why it isn't dated as of September 14,
1967. This is a copy of the policy which was a renewal of the previous three year
policy dated 1973,which was a renewal of the previous three-year policy dated
1970,and,so again,of the original dated 1%7. Prior to 1976;the bank.held all
policies on its premises,but,constraints of space made it impossible to continue
thispractice.. 1a1976,the policies were then sent to homeowners,and the bank
purged its files of old copies.
We feel that the above documentation substantiates tbat.our home-was.occupied as a two-family in 1965
and has been continuously occupied as a-two-family ever since. Wherefore, would you please-issue a
certificate of occuupancy and record in yor files that our house is a two-family dwelling?
