Members of the Board:
Petitioner, Madenna Nicholson, herebv submits this statement of grounds in support of her
application for a Special Permit pursuant to Section 3.3.5 of the Ordinance. to construct an addition
to the non-conforming single-family home located at 7 Vista Avenue. Salem, MA.
1. No Substantial Detriment:
The proposed addition will not be substantially more detrimental than the existing non-conforming
structure. The design is consisten with the existing setbacks and footprint to the greatest extent
possible and seeks to enhance the property's functionality without increasing the degree of non-
conformity. The addition is intended to improve the quality of living for current and future
occupants while maintaining the integrity of the neighborhood.The design and use will remain the
same.
2. Community Need: :
Granting this Special Permit serves a significant community need by providing improved living
conditions within an existing residential area. Enhancing and modernizing homes within the
community supports local housing needs and helps retain long-term residents, fostering
community stability and continuity.
3. Traffic Flow and Parking:
The proposed addition will not adversely impact traffic flow or parking.No additional parking will
be needed and the property has adequate off-street parking, and the addition will not increase the
number ofvehicles or the demand for parking in the area.
4. Utilities and Public Services:
The property has adequate existing utilities and access to public services. The proposed addition
will not place undue strain on existing water, sewer, or electrical systems.
>. Natural Environment and Drainage:
The addition will not negatively impact the natural environment, including drainage. Proper
measures will be taken to ensure that storrmwater runoff is managed appropriately and that the
natural landscape is preserved to the extent possible.
6. Neighborhood Character:

architectural style. materials, and scale of [lie addition are consistent with surrounding homcs,
