Exterior Deck System Condition
Salem, Massachusetts 01970
An inspection of the exterior decks was conducted at the referenced location per the request of the Owner, he
presented documentation prepared by the City of Salem citing concern for the initial construction, which had
not included the installation of joist hangers. In addition, the documentation included a requirement of a report
on the structural condition of the upper decks,which is a periodic obligation of the Owner.
During our site visit of October 28th,we observed the following:
1. Per the letter from the municipal building department, all upper decks'framing lack joist hangers at both
ends,
2. Excessive cantilever has caused the second floor deck end to sag; although a diagonal brace was
installed in lieu of a post, the present circumstances at this area of the deck indicate overstress by
bending triple-member rim beam,
3. The stair from driveway grade to the second floor lacks a column at the top landing - therefore itself
partially cantilevers, and potentially places more load on the deck cantilever already mentioned(#2);
4. An approximately half-height post supports the outer stringer of the stair from the second to the third
floor, but itself lacks supportfrom beneath it by anything other than a single,second floor deck joist;
5. The wood railing system from the second floor deck to the third floor landing is weakened by rot and
unsafe, this level of the building is incomplete and unoccupied, so that no access or egress is anticipated
by the Owner,
As a result of our observations, we recommend the partial reinforcement, repair, or replacement of the exterior
deck system components as follow:
• Installation of joist and beam hangers throughout the exposed deck framing system, where feasible, is
required;
• Installation of two posts is required to reduce — or eliminate — cantilevers: one, within 5'-0" of
cantilevered deck end, and the second, at the top of the grade to second floor stair,• sonotube pier
foundations are required at each new post;
• Any and all posts supported by lower deck framing members must be supported by tripled-up framing
and connected with hangers;

• All rotten and otherwise inadequate stringers, steps. and railings must be removed and replaced with
new components as necessary to conform to the applicable requirements of the Massachusetts State
Building Code;
After the prescribed rehabilitation work is complete, a re-inspection by qualified personnel is required. When
approval of the work is issued, written documentation of same must be submitted to municipal building
department.

Dear Mr. Galber,
The exterior wooden balconies and stairs at 7 Daniels Street were observed by the Building
Department on September 5, 2014. The floor joists are currently toe-nailed to a ledger. The joists
require positive fastening by the addition of`joist-hangers'.
Additionally, the balconies and stairs need to be examined and certified as safe by a design
professional as required by the Building Code. Please see the attached Exterior Fire Escape
Inspection notice. The affidavit is due by October 3`d, 2014.
Please note that the installation of joist-hangers, as well as any other necessary work, will require
a Building Permit.
Failure to resolve the issues cited above will be construed as non-compliance and may result in the issue of
municipal tickets and fines as well as further enforcement actions.
If you feel you are aggrieved by this order, you have the right to appeal to the Massachusetts Board of Building

All work authorized by this permit shall conform to the approved application and the approved construction documents for which this permit has been granted.
All construction,alterations and changes of use of any building and structures shall be in compliance with the local zoning by-laws and codes.
This permit shall be displayed in a location clearly visible from access street or road and shall be maintained open for public inspection for the entire duration of the

The Certificate of Occupancy will not be issued until all applicable signatures by the Building and Fire Officials are provided or thispermit.
