are requiring that the structure at 3 Daniels St . Court be
repaired or demolished to conform with State Building
Codes .
The above mentioned property has been neglected for a
period of more than fifteen ( 15 ) years , and is a major
concern to the City of Salem, for the safety of the
abutting properties . This structure is unsafe in its
present condition and represents a fire hazard. This
building must be made safe or be removed f9rhthe premises .

This office has again received several complaints
concerning your property located at the above mentioned

We have been informed that the building is infested
by small animals such as squirrels . The squirrels are
entering through the two chimneys at roof level , and also
through two holes that are located at the gutter portion
of the house at roof level .
This office is requesting that you hire an
exterminator to eliminate the problem of the squirrels,
and also have someone close up openings in the chimney as
well as to board up any holes where entry into the house
is made possible .

In response to a letter of complaint regarding the above referenced
property, I conducted an inspection and the following is a list of my
findings:
1. No permit on record for wood shed in the rear yard. This shed is in
a state of disrepair and must either be brought up to code or taken down,
both actions require a building permit from this department.
2. There is an unregistered, uninsured vehicle which must be removed
from the premises.
3. Storage of tires and junk is prohibited.
4. There is much work that must be done to soffit over main entry and at
porch area and there is rotted clapboards at the rear of the building.
5. The rear porch area is in a hazardous condition and appears to harbor
squirrels, raccoons and miscellaneous rodents. This must be corrected
_ immediately.
I am requesting you contact me within five (5) days of receipt of this
notice in order to set up an appointment for an inspection of the interior of
this building and to inform me of your course of action. I thank you for your
prompt attention in this matter.

Dear Mr. Tremblay:
The residents in our neighborhood are very concerned with
the condition of building at 3 Daniels Street Court. The
property presents serious health and safety problems for everyone
in the neighborhood. We hereby request the City to require the
owner to address these problems immediately.
For at least ten years the property has remained unoccupied,
and used as storage space for junk, probably including flammable
and hazardous materials. While the owner does visit the property
regularly, the purpose of his visits to the property is to
deposit more junk. The following summarizes the principal
concerns of residents of the neighborhood:
1. A large population of raccoons and squirrels live
in this property. The diseases carried by these
rodents is a serious health concern for parents
with young children and pet owners in the
neighborhood.
2 . It would appear that the primary use of this
property is as a storage area. We question whether
or not this use is permitted in the R-2 zoning
district.
3 . Neighbors are concerned that materials stored in
the property present a serious fire hazard. Given
the fact that homes in our neighborhood are so
close to one and other, a fire in this property
would easily spread to many of the adjacent
buildings before it could be brought under
control.
4 . The owner of the property stores an abandoned
vehicle in the back yard. One resident indicated
that there is a City ordinance which prohibits
junk cars from being stored on residential
property.
5. Finally, we are concerned about the structural
condition of the property. The property is
noticeably deteriorated, and we are concerned that
this too is .a public health and safety concern.

,kDaniels Street Court. Racoons have been seen by neighbors entering and exiting the dwelling via the
front chimney and under the eaves of the new roof. Piles of wood debris and openings in the rear
foundation were also noted.
Please be advised that there is an increasing incidence of rabies infected racoons in Salem. The
racoons pose a serious public health threat to humans and pets with whom they come in contact. Rabid
racoons often become extremely aggressive. Every effort should be made to minimize such potential
contact.

Once again we have received complaints of small
animals entering and making their home in the abandoned
property located at 3 Daniel Street Court.
This property has been abandoned for several years,
and has been neglected from repairs and proper
maintenance.
Is seems clear to this department that you have no
interest in maintaining this property. May we suggest
that you market the property so someone might purchase it
and do much needed renovation work. Or you may consider
removing the building by means of demolishing.
Please contact this office upon receipt of this
letter to inform us as to your course of action in this
matter.

Dear Property Owners :
This office has again received several complaints
concerning your property located at the above mentioned
location.
We have been informed that the building is infested
by small animals such as squirrels . ' The squirrels are
entering through the two chimneys at roof level , and also
through two holes that are located at the gutter portion
of the house at roof level .
This office is requesting that you hire an
exterminator to eliminate the problem of the squirrels ,
and also have someone close up openings in the chimney as
well as to board up any holes where entry into the house
is made possible .
Please contact this office upon receipt of this
letter to inform us as to your intentions in this matter.
Failure to do so could result in legal action being taken
against you in Salem District Court.
Thank you in advance for your anticipated cooperation
this matter.

This office acknowledges your cooperation with the violations
concerning the above mentioned property, and your efforts to resolve
them. However if this property is going to stay vacant it must be
secured by means of installing plywood over the exterior of all doors
and windows. This is to eliminate illegal entry by street people and
small animals. This is also to protect against torching of the building.
Please contact this office upon receipt of this letter so as to
inform us of your course of action. Failure to do so could result in
legal action being taken.

Dear Mr. Konieczny:
The Health Department has received complaints regarding the property owned by your family at3"-
;Daniels Street Courtl Racoons have been seen by neighbors entering and exiting the dwelling via the
front chimney and under the eaves of the new roof. Piles of wood debris and openings in the rear
foundation were also noted.
Please be advised that there is an increasing incidence of rabies infected racoons in Salem. The
racoons pose a serious public health threat to humans and pets with whom they come in contact. Rabid
racoons often become extremely aggressive. Every effort should be made to minimize such potential
contact.
Therefore you are ordered to exterminate the racoons from this dwelling and make whatever structural
renovations necessary to prevent their return. In addition you are ordered to remove the wood pile which
may also be serving as a harborage.
Should you be aggrieved by this Order, you have a right to request a hearing before the Board of Health.
A request for a Hearing must be received in writing in the office of the Board of Health within seven (7)
days of receipt of this Order. At this Hearing,you will be given an opportunity to be heard and to present
witness and documentary evidence as to why this Order should be modified or withdrawn. You may be
represented by an Attorney. Please also be informed that you have the right to inspect and obtain copies
of all relevant inspection or investigation reports, Orders, Notices or other documentary information in
the possession of the Board and that any adverse party has the right to be present at the Hearing.
