Our office received a complaint regarding your property located at 2 Lowell Street. After investigating
the exterior of the property on June 5's,2024, I investigated property records and learned that you are
also the owner of 112 Bridge Street. An exterior inspection was also conducted at 112 Bridge Street
that same day,where I observed two unregistered and abandoned vehicles, an accumulation of debris
in the rear yard, access stairs to the building that appeared unsafe,boarded up windows at the rear of
the building and fire damaged siding. The observed conditions are in violation of CMR 102.8:
Maintenance of Existing Buildings and Structures of the Massachusetts State Building Code, as well
as in violation of Article 2:Maintenance of Structures and Property,Division 2, Section 12-56:Duty
to Maintain Premises of the City's Zoning Ordinance.
You are hereby directed to remove all trash, debris and unregistered vehicles from your property that
are currently in violation. Additionally,as per the Massachusetts State Building Code 780 CMR
Section 104.1: The Duties and Powers of the Building Official and under the provisions of 780 CMR
Section 104.6:Right of Entry,access to this property must be granted for the purposes of an
inspection.
This inspection is scheduled for Monday, June 17th, 2024 at 11:00 a.m.
Since the property appears to be rented apartments, you are required to provide a signed and notarized
affidavit stating the individuals and their relationships that will be residing on each floor and
apartment unit at the time of inspection.
Please contact the Building Department immediately at(978)619-5642 upon of receipt of this letter to
discuss this matter. Failure to respond to this notification will be construed as non-compliance, and as
such an Administrative Search Warrant will be sought, so as to allow the lawful inspection of this
property.
If you feel you are aggrieved by this order,your appeal is to the Board of Buildings,Regulations and
Standards in Boston.
