30 Northey Statment of GroundsFor all Special Permit requests a Statement of Grounds must be attached. An application for a special permit for a nonconforming use or structure shall include a statement demonstrating how the proposed change shall not be substantially more detrimental than the existing nonconforming use or structure to the neighborhood in accordance with Section 9.4 Special Permits. Such a statement should include reference the following criteria: a) Social, economic, or community needs served by the proposal; The unit will be an affordable housing unit. b) Traffic flow and safety, including parking and loading; The unit being so small will have no affect on any traffic issues.  There is still plenty of parking for 4 cars. c) Adequacy of utilities and other public services;  There will be no extra burden on utilities and other public services. d) Impacts on the natural environment, including drainage; The unit being so small will have no additional impact on the natural environment, including drainage. e) Neighborhood character;  The unit has undergone suggested changes and was approved by Historical Commission to meet the character of the neighborhood. f) Potential fiscal impact, including impact on City Tax base and employment. There is no fiscal impact that I’m aware of.
