An onsite inspection conducted by David Greenbaum, Health Agent for the Salem Board of Health on Wednesday, October 11, 2023, noted a camper connected to water service by a hose and electric service. This is a violation of both, 105 CMR 410.440:Temporary Housing (A) No person may allow temporary housing to be occupied without the written permission of the board of health and City Ordinance, Chapter 15 SHORT-TERM RESIDENTIAL RENTALS, Residential unit A residential unit is a dwelling unit as defined in the zoning ordinance but excludes the following:a congregate living complex;elderly housing;a group residence; a homeless shelter;temporary dwelling structure; and transitional housing. Therefore, in accordance with 106 CMR 410.440 and City of Salem Code of Ordinances, Chapter 15,you are hereby ordered to cease and desist occupying this camper as temporary housing and to cease and desist the operation of this short-term rental from this camper. Failure to comply with this order may result in further enforcement action including monetary fines and a complaint being sought against you in Salem District Court. Should you be aggrieved by this Order, you have the right to request a hearing before the Board of Health. A request for such a hearing must be received in writing in this office of the Board of Health within seven(7)days of receipt of this Order. At said hearing, you will be given the opportunity to be heard and to present witness and documentary evidence as to why this Order should be modified or withdrawn. You may be represented by an attorney. Please also be informed that you have the right to inspect and obtain copies of all relevant inspection or investigation reports, orders, and other documentary information in the possession of this Board, and that any adverse party has the right to be present at the hearing.
