Dear Mr. Jones:
On November 2,2023,the Massachusetts Department of Environmental Protection
("MassDEP")mailed a Request for Site Access Authorization to you asking you to consent to Tom
A. Campbell,a Licensed Site Professional ("LSP")with Partner Engineering and Science,Inc.
("PartnerESI"), accessing your property at 16 Pingree Street,Salem, MA("Property")(November
2nd Letter). This work is being done on behalf of Prime Storage Shetland, LLC ("Prime Storage")
who is a Potentially Responsible Party for the release identified at the property referenced above.
As described in the November 2nd Letter,LSP Campbell is concerned that chlorinated volatile
organic compounds ("CVOCs")from an industrial facility formerly located at 45-49 Congress
Street, Salem,Massachusetts("Site")could be impacting the indoor air in the building located on
your property. Therefore, LSP Campbell requested consent to access your Property to conduct
necessary assessment of the indoor air in the basement of that building. As MassDEP believes that
the building located on the Property is currently occupied by one or more other people, it is very
important that you provide access to LSP Campbell so that the quality of indoor air in the
building be assessed and any necessary measures be implemented to protect the occupants in
your building.
In the November 2nd Letter, MassDEP stated that should you not provide access to LSP
Campbell, MassDEP may send a letter to other individual(s)occupying the building and inform
them that there may be contamination on the Property which could adversely impact the indoor air

quality in the on-site building and that LSP Campbell has requested consent to access the Property
to conduct necessary assessment of the indoor air in the basement of that building.
On December 14,2023,MassDEP mailed a second letter to you again requesting that you
resolve access issues between you and LSP Campbell and setting enforceable Interim Deadlines for
you to grant such access to your Property. Those Interim Deadlines have expired without a
resolution of the access issues associated with your Property.
The purpose of this letter is to notify you that MassDEP intends to contact the individual(s)
occupying the building at 16 Pingree Street in the near future in order to request that they consent to
LSP Campbell entering your building to collect the necessary indoor air samples. The results of the
testing will be used to help LSP Campbell determine if any additional testing and/or vapor
mitigation measures are necessary at your Property. The proposed indoor air testing will be
conducted at no cost to you. If the indoor air test results indicate that additional work is necessary,
you will be notified prior to the initiation of any additional work. Furthermore,you will be provided
with a written copy of the sampling results within thirty (30)days of the availability of the results.

MassDEP if you are willing to provide access to LSP Campbell so that he may conduct the
necessary assessment. It is important that you cooperate with respect to access to your Property.
We also ask that you supply us with a current telephone number for you so that we may
communicate directly with you.
