Dear Ms. Cannon:
The Metropolitan Boston/Northeast Region of the Department of Environmental Protection,Bureau of Waste
Prevention,has reviewed the air emissions testing results for your four boilers, designated Unit Nos. 1, 2,3
and 4, which are located at your Salem Harbor Station in Salem,Massachusetts. Emissions testing were
conducted to demonstrate compliance with its applicable particulate emission limitation.
Boilers Tested
Salem Harbor Station has four steam generating boilers used to generate electricity. See Table I below for
system description.
Compliance Testing
The required testing was performed on November 13, 14,and 15,2000 by CEM Services, Inc;and was
witnessed by Department engineers.Department review of the report's test results indicates that the-subject
boilers demonstrated compliance with the required particulate matter emission limit. See Table I below.

The Department has determined that the air emissions testing results demonstrate compliance with the .
applicable air emission limitations and current air pollution control engineering practice, and hereby grants
TEST APPROVAL,for the subject boilers with the following provisos:
1. Salem Harbor Station shall complete additional emissions testing of the subject boilers by
November 1"of each year. The first of these additional tests shall be completed by November 1,
2 06 1. The emissions testing program shall include testing for particulate matter(PM)from the
subject boilers. The testing shall include two types of particulate matter: a)particulate matter as
measured by EPA Method 5, designated as"front-half'PM and b)particulate matter as measured
by EPA Method 202,designated as"back-half'PM.The"front-half'PM as summarized in the
above Table I will continue to be used as the compliance measure,while the"back-half'PM will be
used for informational purposes only. This testing shall be witnessed by Department engineers on
a mutually agreed upon date(s). At least 30 days prior to the emissions testing program,Salem
Harbor Station shall submit a written test protocol that outlines the test methodology to be
employed during the required testing to this Office for Department review and approval.
2. Within 60 days of the completion of each required air emissions test, Salem Harbor Station shall .
submit results of its test to this Office for review.
Failure to comply with any of the above stated provisos will constitute a violation of the
"Regulations", and can result in the revocation of the Approval to operate the subject boilers.
Please be advised that this Approval does not negate the responsibility of Salem Harbor Station to
comply with this or any other applicable federal, state,or local regulations in the future.Nor does this
Approval imply compliance with any other applicable federal, state,or local regulations now or in the
future.
Appeal Lani!uatze
This Approval is an action of the Department.If you are aggrieved by this action,you may request
an adjudicatory hearing.A request for a hearing must be made in writing and postmarked within twenty-one
(21)days of the date you received this Approval.
Under 310 CMR 1.01(6)(b),the request must state clearly and concisely the facts,which are the
grounds for the request, and the relief sought.Additionally,the request must state why the Approval is not
consistent with applicable laws and regulations.

The hearing request along with a valid check payable to the Commonwealth of Massachusetts in the amount
of one hundred dollars($100.00)must be mailed to:

The request will be dismissed if the filing fee is not paid unless the appellant is exempt or granted a
waiver as described below.
The filing fee is not required if the appellant is a city or town(or municipal agency),county,or
district of the Commonwealth of Massachusetts,or a municipal housing authority.
The Department may waive the adjudicatory hearing-filing fee for a person who shows that paying
the fee will create an undue financial hardship.A person seeking a waiver must file,together with the
hearing request as provided above, an affidavit setting forth the facts believed to support the claim of undue
financial hardship.
