This office has received. a letter alleging illegal use of property
located at the above mentioned address (letter enclosed) . It is illegal
to operate a business out of a dwelling located in a (R-2) Residential
District without special permit fco� the City of Salem Zoning Board of
Appeals.
Please contact this office upon receipt of this letter to inform us
as to what course of action you will take to correct this City of Salem
Zoning Code violation.

Dear Sirs,
It has come to my attention that there is a business being operated out of
a house at 2 Cousin Street, Salem by owner Carlton Coose. The business
name is Hallmark, which is a cleaning company of some sort. He is not
listed in the telephone book but is listed with the telephone operator. He
has two commercial vehicles, a van and a small truck that he parks at his
house. These vehicles always are parked in front of the fire hydrant on
Webb St., which endangers our houses should a fire occur. These vehicles
occupy already precious residential parking spaces and residents are
forced to park away from their own homes because of these vehicles. His
employees and customers alike congest an already difficult parking
situation. He also parks his vehicles on Webb St. which angers the
neighborhood because he has made parking available to his customers in
front of his house (Cousin St.) He has made this residential sticker
parking not for him or the neighbors but spaces for his customers. We are
not allowed to park there because we do not have stickers and he is the
first to call the police. He has large trucks making deliveries to his house
at all hours of the day unloading large equipment, just recently a truck
from AWI in Worcester. These (rucks block traffic and parking and the
process is loud: We believe his business is in his basement where there
are large hose coming out the. windows which drain into the sewer system.
It is our understanding that this area is a residential area and we do not
want this additional business activity interfering with the neighborhood.
He puts out unresidential type of rubbish on most trash days (Monday) and
who knows what types of cleaning chemicals may be in there.
Could you please look into this matter. Because I live on Cousin St., I fear
retribution from this man because of his past history so I can not sign
this letter.
