Initial Traffic and Parking Investigations – 75 North Street

Vanasse & Associates, Inc. (VAI) has prepared this Memorandum to identify the parking supply,
empirical trip-generation rates, and parking utilization characteristics of multifamily developments near
Mason Street in Salem, Massachusetts. This effort was completed as an initial study of traffic and parking
information as part of the multifamily development proposed for 75 North Street, to be located on several
parcels including Bill’s Auto Clinic. To conduct this study, traffic counts and parking counts were
collected at the Halstead Station multifamily development and the 9 South Mason Street condominium
development in August, 2023.
It should be noted that this is an initial review of traffic and parking conditions at similar developments
around 75 North Street. Additional studies will be conducted through the Planning Board process with
outreach to the Salem Traffic and Parking Department to identify the scope of study for any additional
traffic assessments that may be required for the proposed project. The following summarizes our results.
SIMILAR EXISTING DEVELOPMENTS
A review of existing occupied residential developments in the area of the proposed 75 North Street
project was conducted. The Halstead Station multifamily residential development and the 9 South Mason
Street condominium development were selected as these are the closest and most recent residential
developments in the area. The Planning Department of Salem was contacted to obtain information
pertaining to the number of units for each of the developments.
Halstead Station Development
Halstead Station is a residential apartment (rental) development comprised of three buildings that contain
a total of 130 multifamily units. Parking at this development consists of both surface-level and garage-
level sections. The total number of parking spaces is 213. Access to the development is through two curb
cuts; one onto Mason Street and one onto Flint Street.
9 South Mason Street Development
The development located at 9 South Mason Street is a residential condominium (ownership) development,
consisting of four buildings comprising 29 units which are predominantly 3-bedroom units. Parking at

this development consists of a total number of 54 spaces. Access to the development is through one
driveway onto Buffum Street Extension.
SUMMARY OF FINDINGS
Vehicle Trip Generation
In order to determine the total number of trips generated by the developments, a review of 24-hour traffic
count data was done. For the Halstead Station development, counts were collected entering and exiting
the development’s two drives and for the 9 South Mason Street development, count data was collected
entering and exiting the development’s one driveway from Buffum Street Extension and South Mason
Street.
The traffic counts indicate that the weekday morning peak hour for the Halstead Station development was
7:00 to 8:00 AM with a total of 39 vehicle trips (21 entering and 18 exiting) and for the weekday evening
peak hour was 4:30 to 5:30 PM with a total of 51 vehicle trips (26 entering and 25 exiting). The weekday
morning peak hour for the South Mason Street development was from 8:00 to 9:00 AM with a total of 9
vehicle trips (4 entering and 5 exiting) and for the weekday evening peak hour was 4:45 to 5:45 PM with
a total of 13 vehicle trips (5 entering and 8 exiting). The vehicle traffic counts at those locations are
summarized in Table 1.

Based on these trip-generation counts and the number of units per development, an average empirical trip
rate can be calculated. The Halstead Station development has 130 units, and the South Mason Street
development has 29 units. The empirical trip rates per development and the average trip rates have been
summarized below in Table 2. For comparison, trip rates associated with the standard Institute of

Comparing the observed trip rates to the trip rates given for ITE Land Use Code (LUC) 220, Multifamily
Housing (Low-Rise) Not Close to Rail Transit show that these developments in Salem generate less traffic
than ITE would predict. The average ITE weekday daily trip rate is 6.74 trips per unit while the
developments generate an average of 4.23 trips per unit. The average ITE weekday morning peak hour
trip rate is 0.4 trips per unit while the developments generate an average of 0.31 trips per unit. The
average ITE weekday evening peak hour trip rate is 0.51 trips per unit while the developments generate
an average of 0.42 trips per unit.
Comparison with Existing Site Traffic
The 75 North Street site currently contains a small office building formerly housing an architect’s office,
a vacant parcel, and Bill’s Auto Clinic. Bill’s Auto Clinic is the only one of these uses presently
generating vehicle trips. It is estimated that a business like Bill’s Auto Clinic would generate 70 to 80
vehicle trips during the day, and likely generates most of its vehicle trips during the off-peak periods
between the peak commuter rush hours. However, Bill’s provides towing services with at least 8 tow
trucks which involve trucks pulling disabled vehicles during all hours of the evening and on weekends. In
addition, during the month of October, many vehicles that are towed from the downtown Salem area are
brought to Bill’s. These types of “nuisance” trips involve trucks taking multiple iterations to enter and
exit the site, using the width of Commercial Street to complete these maneuvers. Under the proposed
conditions, this area along Commercial Street would be reconstructed to provide visitor/public parking
abutted by green space.

Parking Utilization
VAI visited the Halstead Station development and the 9 South Mason development in August 2023 to
observe the number of total parking spaces and the number of vehicles at the developments.
The Halstead Station development was observed to have 213 surface parking spaces. However, there are a
group of 8 townhouse units abutting Mason Street with separate garages and driveways. As it is not
known if the garages were occupied, these units and parking spaces were discounted from the parking
counts. This site was counted on August 25, 2023 at 5:00 AM (during a period of peak residential parking
utilization) with a total of 110 spaces in use, and an observed parking utilization for the 122 units of 56
percent.
The South Mason Street development was observed to have a total of 54 parking spaces. This site was
counted on August 9, 2023 at 4:00 AM with a total of 38 spaces in use, resulting in an observed parking
utilization of 70 percent.
This indicates that each development uses less than their full parking allotment. Another data point is the
Parking Demand Ratio, which is defined as the number of parking spaces utilized divided by the number
of units at the development. This ratio was calculated with the results summarized in Table 3 below.

As shown in Table 3, the parking demand ratio is under 1.0 space per unit for the Halstead Station site
and above 1.0 spaces/unit for the South Mason site. However, the South Mason Street site is an
ownership-type condominium development while the Halstead Station site is rental-type apartment
development. Since the proposed project at 75 North Street is intended to be an apartment development as
well, this makes the Halstead Station site more appropriate for comparisons than the South Mason Street
site.
As an additional review, the Metropolitan Area Planning Council (MAPC) study entitled "Perfect Fit
Parking” was also reviewed. This study has found that the actual parking demand rates for multifamily
developments in the Greater Boston area are not as high as town zoning regulations typically require.
Overall, only 70 percent of parking at multifamily developments in the study sample were full when
surveyed, indicating a parking demand ratio of 0.7 across the study sample.
The Perfect Fit Parking dataset was reviewed for data at municipalities close to the project site.
Accordingly, 4 developments in Salem, 5 developments in Peabody, and 12 developments in Everett were
reviewed. This dataset indicates parking demand rates of below 1.0 space per unit in these areas, as shown
in Table 4.

As shown in Table 4, this data from MAPC corroborates the observed counts conducted at the Halstead
Station development which indicated a parking demand ratio of 0.90 spaces/unit.
CONCLUSION
VAI has completed a detailed assessment of the empirical trip-generation, parking utilization of the
Halstead Station and 9 South Mason Street multifamily residential developments, and review of other
parking data for the proposed 75 North Street residential development in Salem, Massachusetts. Based on
the average empirical trip-generation, these multifamily developments generated less traffic than expected
based on trip-generation statistics published by the ITE for LUC 220, Multifamily Housing (Low-Rise)
Not Close to Rail Transit. The parking demand for both developments was below the parking supply. The
parking utilization for the Halstead Station development was observed to be 52 percent at peak residential
demand time and the parking utilization at the South Mason Street development was observed to be 70
percent utilized. Further, the parking demand ratio at the Halstead Station development was observed to
be consistent with data from other parking studies of sites in Salem, Peabody, and Everett.
The parking counts show that these developments have more parking than required by the residents,
which may be a function of residents’ use of home office space, walking or bicycling to work in
downtown Salem, or use of public transportation such as the commuter rail located at the downtown
Salem Station less than ¼ mile from the developments.
Therefore, VAI concludes that multifamily apartment developments in this area of Salem typically
generate less traffic than suggested by ITE and a parking ratio of 1.0 spaces per unit should provide
sufficient parking supply to meet parking demands. In addition, while this study reviews initial vehicle
trip generation and parking information for the 75 North Street project, it is expected that a full Traffic
Impact Assessment will be prepared in coordination with the City that will include the preceding
information as well as a review of existing and future traffic conditions in the area.
