As last year,we will be picking up your samples at your municipal office,each Tuesday, at a pre-determined time. Of course,you may choose to deliver your own samples to our laboratory, if it is more convenient. Again, despite the low tide,we ask that all samples be ready by 2:30 pm at the latest. Although it can be difficult to collect samples at some sites at mid and low tides,the 2:30 pm cut-off has several benefits,as follows. The sample analysis takes 24 hours to run,so results cannot be validated until the following day,essentially 24 hours from receipt at the laboratory. If a particular site results in an exceedance of the 104 bacteria count,another sample will need to be collected and analyzed. If first round samples are received and run late on Tuesday, results may come out after close of business on Wednesday,which will push re- sampling/testing into Thursday, results concluding Friday. This will, and has, kept beaches closed through Friday and sometimes into the weekend (dependingon test results). As last year, in the event of an exceedance,we will work with you to make the process as smooth and quick as possible, however,a 2:30 pm deadline has proven to be a good first measure to ensure an efficient process. Also,we will work with you if severe weather makes sampling"prohibitive for a particular Tuesday. Please contact us if you need bottles for the first round of sampling. We will provide you with all the bottles you need for the season. Keep in mind, a"trip blank"must be carried through with the sampler and submitted with the sample set. Samples,as part of the weekly MADPH sample set, are fully funded by the State. In the event that Biomarine has to return to the municipality to pick up another sample,a Flat rate of$40 will be charged for travel as well as$30/sample analysis. This is unchanged from last year. The MADPH program officially starts the week of June 11th and runs each week through the week of August 27th. Please note that we are requesting that samples be collected on Monday July 2n so that results can be finalized by July 3rtl. Attached, please find a spread sheet with high tides and suggested pickup times. The suggested times work best taking in to consideration the tide, logistics of pick-ups, holding times as well as performing analyses for timely results. Please review the schedule carefully. As you know, all state and local agencies continue to be impacted by the current fiscal crisis, however, MDPH Commissioner Auerbach has, again this year, identified funds outside BEH to assist our ETP and local health with analytical laboratory support related to marine beaches for the 2012 season. These funds will allow MDPH to continue to fund analytic laboratory costs at levels consistent with previous years for the 2012 bathing season. Based on information previously submitted to ETP, Salem has 11 marine beach testing sites. Please review and let us know no later than May 31, 2012 if this information is inconsistent with your records. Only routine samples collected between June 11 and August 31, 2012 will be eligible for this funding (the laboratory will bill MDPH directly for these services). If there is a need-for additional samples because of bacterial exceedances, the cost will need to be borne by your municipality. The MDPH has contracted with Biomarine, Inc. to analyze the samples for your community at their laboratory again this year. It is the responsibility of the municipality to conduct the sampling in accordance with the required protocol and to preserve the sample until it is turned over to the laboratory (see Beach Sampling Field Data Form). We would encourage you to contact Jim Groleau at Biomarine, Inc. at,(978) 281-0222,in'order to coordinate the delivery,of.; the sterile sample bottles and for coordination with regard to the pick up of the samples., _''.. Likelast year„the, laboratories'have been required in their contracts with MDPH to.enter-the . • monitoring data results and electronically report sample-specific results via the bathing beaches website directly back to MDPH as well as to the local health departments. The laboratory will also enter information from the field data form, such as field observations, rainfall data, and temperature, via the website. Therefore, the field data form.needs to be filled out in its entirety before delivery to the laboratory. As noted above, these forms and other information are also available through the MDPH website at • www,mass.aov/dDh/environmental health. Current federal budget proposals contain language that would eliminate federal funding for beach programs for all coastal states across the country, including Massachusetts. If this proposal is in the final federal budget, this will mean the elimination of the MDPH/BEH beach program (inculding funding for MDPH beaches staff) for the 2013 season as well as the elimination of federal funding for the 2013 season for beach water quality testing to support local health officials. Thus, we stronaly encouraae Massachusetts coastal communities to determine how to best support continued monitoring efforts should this federal proposal go forward. Chris Huskey, Bathing Beaches Coordinator, will continue to coordinate the efforts of our two Bathing Beaches Inspectors, Irena Draksic and Michael Beattie. Our inspectors have the responsibility of working with local municipalities to ensure that this contract 'runs smoothly, to ensure that the sampling is conducted in accordance with the required protocols, and to provide other types of technical assistance and training to you in your efforts to comply with the requirements of the state and federal bathing beach laws and regulations. As you know, the data you submit each swim season form the basis of the MDPH beach water quality report, which we are required by statute to produce each year. This.report, which is funded in part by the U.S. Environmental Protection Agency (EPA), summarizes beach water quality data collected at marine and freshwater bathing beaches throughout the Commonwealth. Although the Department of Public Health program does not begin until the week of June 11th,some municipalities begin testing,at their own expense,to open some or all of their beaches for Memorial Day weekend. As in the past,enterococci testing is$34.00 per sample and sampling of beaches by Biomarine is$40.00. The submittal,contained all of the forms and data needed for determining Tier 3 status for this beach. Upon reviewing the data and sanitary survey submitted, there are no water quality concerns for the beach. There have been no single sample or geometric mean exceedances for the two seasons worth of data submitted with the sanitary survey. MDPH also received completed beach sampling field data forms for all samples collected. MDPH has determined that the variance granted by the Salem Board of Health on June 27, 2012 meets all criteria for Tier 3 status. As decided by the Board of Health, sampling will occur at Willows Pier Beach once prior to the opening of the beach and every other week thereafter. All other portions of the Minimum Standards for Bathing Beach regulations (105 CMR 455.000) shall be maintained. Massachusetts. Based on the findings of sanitary surveys; beaches may qualify to be tested less frequently than their current requirement of once per week. The sanitary surreys are being conducted as part of the MDPH's Public Health- Based Beach Evaluation, Classification, and Tiered Monitoring Plan. The goal of the Tiered Monitoring Plan is ultimately to direct water quality monitoring resources to the beaches in greatest need of additional monitoring. By default, under both the Massachusetts and federal beach acts, beaches are classified as Tier 2, indicating that they are required to be tested weekly. However, those beaches with more pristine records are eligible for Tier 3 status, which allows them to be tested less frequently. In Massachusetts, the change from Tier 2 to Tier 3 status is accomplished through the variance process, and the first step in this process is for a sanitary survey to be conducted at the eligible beach. Eligible beaches are those that have had no exceedances in the past two or more beach seasons. Once a sanitary survey is completed by MDPH staff, it will be submitted to the local board of health for approval. The board then submits it to MDPH for final approval. Between February and April, 2012, MDPH will be conducting sanitary surreys at ,f selected beaches eligible for Tier 3 status. According to our records the following beaches in your community have not had any exceedances since 2009 and are • therefore eligible: Dead Horse Forest River Point Steps Waikiki Beach (Winter Island) Willows Pier With your consent, and based on communities' responses and MDPH resources, MDPH will conduct sanitary surveys for your community with the hope of achieving Tier 3 status for some beaches the 2012 beach season. Since no money has been made available at the state level, MDPH has asked for additional funds from the US Environmental Protection Agency (USEPA) to support beach monitoring for this upcoming season. Now that the federal budget process is complete, we anxiously await word from USEPA about whether the additional funds were appropriated. If we do not receive these funds, we will likely not be able to provide funding to support analytic laboratory sampling costs for sampling at Tier 3 eligible beaches for the upcoming 2012 season.
