We don't see any limitations in the city ordinances Article II,Signs and Billboards,about internal illumination but the planning board has denied this.Section SD states that signs shall be lighted only by continuous light.Also,in the City of Salem Commercial Design Guidelines booklet it only states that:Internally lighted signs are not recommended in Urban Renewal Areas and Entrance Corridors"Neither the City Ordinances nor the City of Salem Commercial Design Guidelines say that internally illuminated signs are not allowed.
